Positions assigned to this class are responsible for overseeing and managing the Town’s code compliance activities, ensuring efficient and effective enforcement of municipal codes, ordinances, and regulations. This position will direct the daily operations of the code compliance division, supervise staff, and provide leadership on complex code enforcement issues, including conducting inspections, interpreting codes, and ensuring legal compliance. The Code Compliance Manager will collaborate with internal departments, external agencies, and the public to maintain and improve community standards and safety.
This is a managerial-level position within the code enforcement and inspections job family. The Code Compliance Manager will supervise and coordinate a team of staff, make key decisions on code enforcement priorities, and ensure effective problem-solving and resolution of complex compliance issues. The role requires advanced knowledge of code enforcement procedures, legal standards, and supervisory skills. Work is performed independently with significant responsibility for the division’s success and the direction of code compliance initiatives.

Oversees and manages the daily operations of the code compliance division, including scheduling, assigning tasks, and monitoring workflow.
- Provides leadership and direction to Code Compliance staff and other staff, ensuring adherence to best practices and legal requirements in code enforcement.
- Responds to complex and sensitive code compliance issues, providing expert advice, guidance, and recommendations for resolution.
- Develops, implements, and evaluates policies and procedures to ensure effective and consistent enforcement of codes, ordinances, and regulations.
- Reviews, interprets and makes recommendations for text amendments to Town codes, zoning ordinances, and other related regulations; ensures proper application and compliance during inspections and investigations.
- Conducts site visits and inspections, addressing violations and ensuring properties meet Town code standards.
- Prepares and presents reports on code compliance activities, program performance, and budget recommendations to Town leadership.
- Serves as the primary liaison to external agencies, community organizations, and the public on code enforcement issues, providing educational resources and promoting compliance.
- Coordinates and participates in public outreach and education efforts, including public meetings, community forums, and neighborhood improvement initiatives.
- Assists in preparing cases for hearings, ensuring all legal and procedural requirements are met for violations.
- Manages and monitors division budgets and recommends funding for code compliance initiatives and staff training.
- Manages and coordinate hearings; the primary liaison to the Hearing Officer
- Performs related work as assigned.
MINIMUM QUALIFICATIONS (at job entry)
Education and Experience:
Bachelor's Degree in in Planning, Public Administration, Business Administration or a closely related field; and at least eight (8) years of experience in code enforcement, including three (3) years of supervisory experience; or an equivalent combination of directly related education and experience. A Master’s Degree is preferred.
LICENSING/CERTIFICATION REQUIREMENTS
Must hold the following two (2) certifications at time of hire or the ability to obtain the certifications within one (1) year of hire:
ICC/AACE Code Enforcement Officer Certification, or equivalency and
ICC/AACE Code Enforcement Administrator Certification, or equivalency.
Maintain all certifications/licenses required at job entry.
