JOB CLASSIFICATION SUMMARY

Positions assigned to this class are responsible for performing skilled streets preventative maintenance, repair or general maintenance activities.


DISTINGUISHING CHARACTERISTICS

This is a fully qualified streets maintenance classification in the maintenance and operations job family where tasks and assignments are performed using a variety of procedures and techniques. This is the experienced/journey level that is fully competent in the technical/functional aspects of assigned role. Work usually involves the application of sound technical principles and best practices associated with planning, diagnosis, troubleshooting and problem solving. Incumbents perform varied assignments requiring journey level knowledge in streets maintenance.

ESSENTIAL DUTIES

The following are intended to describe core work functions of this classification.  While the level and broad nature of essential duties may not change, specific work tasks will vary over time depending on the Town’s needs.

 

  • Operates, maintains, and repairs a variety of hand and/or power tools, which includes paint guns, rollers, concrete saws, paint stripers, water pumps, blowers, weed eaters, chain saws, jack hammers, and/or a variety of other light equipment.
  • Operates heavy construction equipment which will vary depending on assigned area.  Equipment may include but is not limited to backhoes, graders, front-end loaders, forklifts, street sweepers, large trucks, sewer combination cleaners, arena grooming equipment, skid steer, dump truck, water truck, vacuum truck and gang mowers for a variety of construction and maintenance operations involving streets, wastewater systems, and park maintenance. 
  • Maintains and controls inventory including tracking inventory used per work orders and new parts and materials received. 
  • Maintains written work records, including complaint resolution, maintenance and repair logs, flow records, and daily work logs. 
  • Performs recordkeeping and shop maintenance.
  • Monitors condition of equipment and performs repairs for which qualified; identifies equipment needs for each assigned project; prepares material, such as dirt, millings, and rip rap. 
  • Installs barricades, fencing, gates and/or cones in advance of work projects or on work site as needed; directs and controls traffic around work sites. 
  • Performs crack and chip sealing; performs traffic control; water shoulders and retention basins for PM10 requirements.  
  • Responds to emergency situations during regular work hours and when on call; determines what equipment and personnel are needed to handle emergency situation.
  • Installs, repairs, replaces, and maintains a variety of fixtures, systems, surfaces, and/or small structures which may include lights; adheres to applicable safety guidelines.
  • Installs street, caution, and regulatory signs; applies road markings. 
  • Performs routine and skilled maintenance activities, which may include cleaning equipment, systems, and/or facilities, loading and unloading trucks, cleaning up debris, removing weeds, cutting brush, setting up and removing traffic cones and barricades, and performing other related activities.
  • Performs a variety of routine concrete, asphalt and/or pavement maintenance and repair activities. 
  • Maintains, cleans and grades Town right-of-ways.
  • Operates, maintains, and repairs a variety of hand and/or power tools, which includes paint guns, rollers, concrete saws, paint stripers, water pumps, blowers, weed eaters, chain saws, jack hammers, and/or a variety of other equipment.
  • Investigates and resolves public complaints related to odor, back-ups, insects, signage, traffic signal malfunction, road obstructions and the like; responds to emergency after-hours situations involving road closures, storm damage or other incidents.
  • Maintains stormwater equipment and pump station facilities by troubleshooting electrical and mechanical systems and performing minor repairs.
  • Operates equipment such as loaders, bobcats, sweepers, kickbrooms, water wagons, traffic control devices, paint striping machines, pavement saws, power hand tools, concrete mixer, air compressors, landscape power tools, augers, roller, forklift, etc.
  • Performs related work as assigned.

MINIMUM QUALIFICATIONS (at job entry)

Education and Experience:  

 

High School Diploma or GED supplemented by vocational/technical training in heavy equipment operations and vehicle operations and 3 years of related experience; or an equivalent combination of directly related education and experience.

 

LICENSING/CERTIFICATION REQUIREMENTS 

  • Driver's License;
  • Commercial Driver's License with Class A Tanker Endorsement within 6 months of hire or promotion;
  • Maintain all certifications/licenses required at job entry.

Special Requirements:

  • This position has been identified as a safety-sensitive position by Human Resources, per State and/or Federal Law. Upon conditional offer of employment, the candidate selected will be required to undergo testing for alcohol and controlled substances within twenty-four (24) hours of the offer.

  • Methods, materials, procedures, and standard practices of street and right-of-way maintenance, vegetation control and removal;
  • Methods, materials, procedures and standard practices of street repair, including concrete and asphalt repair, removal and replacement;
  • Heavy equipment and tool operation and maintenance practices;
  • Traffic laws and rules involved in vehicle and equipment operation;
  • Customer service principles;
  • Occupational hazards and safe work practices;
  • Traffic control/barricade procedures;
  • Standard office equipment including the computer and programs relevant to the performance of applicable duties and responsibilities.

  • Performing routine street maintenance activities;
  • Communication and interpersonal skills as applied to interaction with coworkers, supervisor, the general public, and other interested parties sufficient to exchange or convey information and to receive work direction.
