Position Objectives:
An employee in this class performs a variety of unskilled and semi-skilled work as a member of a crew engaged in the construction, installation and repair of distribution and collection lines and appurtenances. Work involves the operation of construction equipment to install, replace, and repair distribution and collection pipes to specific grade and depth; and to back-fill and compact the soil of the work site. Work also includes making taps to water and sewer lines; installing hydrants, meters, and valves; and making repairs to the distribution and collection lines and appurtenances. Employees are subject to working in inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as loud noises, vibration, moving mechanical parts, electrical current, chemicals, fumes, odors, dusts, mists, gases, poor ventilation, and oils. Employees are required to work in confined spaces. The work is also subject to the final standards of OSHA on blood borne pathogens. Employees are also subject to on-call and call-back work. Work is performed under regular supervision and is evaluated through observation and inspection for adherence to instructions and standard trade and safety practices.
Duties and Responsibilities:
Essential Duties and Tasks
Operates tapping apparatus to make water and sewer taps and service connections in a variety of pipe sizes.
Cuts through streets with cutting machine to locate utility lines; lays water and sewer pipe; adjusts pipe to proper grade and depth and replaces distribution and collection lines and related facilities.
Installs, raises, and/or lowers meter boxes services, installs, reads, replaces and tests water meters; repairs leaks around meters; performs re-reads as required.
Operates a variety of power and hand equipment such as street cutting machine, dump trucks, jackhammers, tampers, pipe threading machines, tapping apparatus, meter and pipe wrenches, etc.; performs preventive maintenance and minor repairs to equipment.
Installs hydrants, meters, valves, clamps, and related pipeline apparatus; sets meter boxes; repairs and replaces fire hydrants.
Assists with identifying inflow and infiltration problems; participates in unstopping sewer lines with pressure flushing machines, vacuum machines, rodding machines and/or hand tools.
Places information door hangers and answers questions from citizens on water leaks or other issues dealing with utility maintenance and repair.
Repairs landscaping after construction or maintenance work.
Establishes work zones with cones and signs; flags traffic to help ensure worksite safety.
May serve as lead worker over temporary workers on construction site.
May assist or perform locates of Town water and sewer utility lines for other utilities or private contractors.
May complete simple records of work activities; may prepare drawings and measurements to allow for updating of utility maps.
Assists in other public works functions as needed.

Minimum Requirements:
Knowledge, Skills, and Abilities
Working knowledge of the tools, materials and equipment used in the installation, replacement, maintenance and repair of utility lines and appurtenances.
Working knowledge of a variety of maintenance and manual methods and tasks involved in the installation, maintenance, repair and replacement of utility lines and appurtenances.
Working knowledge of the safe use, operation and preventive maintenance of hand and power tools used in the work.
Working knowledge of the municipal water and sewer service policies and procedures.
Skill in the operation of a variety of hand and power tools and equipment used in the construction and maintenance of utility system lines and related appurtenances.
Ability to establish and maintain effective working relationships with supervisors, co-workers and the public.
Ability to read utility line maps and operation and service manuals and to understand and follow oral and written instructions.
Ability to prepare simple records of work activities.
Physical Requirements
Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, feeling, talking, hearing, and repetitive motions.
Must be able to perform heavy work exerting up to 100 pounds of force occasionally; up to 50 pounds of force frequently; and/or up to 20 pounds constantly to lift or otherwise move objects.
Must possess the visual acuity to operate mobile equipment such as the backhoe and dump truck in a safe manner to fit pipes and other parts, read gauges, and make written records.
Special Requirements
Possession of valid North Carolina driver's license. Possession of Grade I Collection certification within 12 months or Possession of Grade C Distribution certification within 12 months.

Desirable Education and Experience
Graduation from high school and experience in related construction or utility maintenance work or an equivalent combination of education and experience.
