JOB SUMMARY
Directs, manages, supervises and coordinates the activities of the Streets Division. Manages, participates in, and directs the maintenance and repair of streets, pavement structure, shoulders, curbs and gutters, culverts and public drainage-ways, landscaping, signing/striping and clean up. Coordinate call-out responses to off-hour emergencies and other hazardous events related to roads, streets and drainage. Develop cost estimates, solicit and review price quotes, prepare procurement/requisition package, and coordinate the drafting of maintenance contracts. Manages contracted maintenance service and work. Solicits and reviews price quotes and procures materials, equipment and services for use in Public Works Department. Coordinates and maintains Department of Corrections certifications and scheduling for inmate labor.
ESSENTIAL FUNCTIONS

- Directs, manages, supervises, and coordinates the activities of the Streets Division. Prepare work schedules, provide training and leadership, initiate and implement work activities, and participate in the employee hiring process. Manages certification and recertification of employees. Participates in developing the budget. Oversees vehicle maintenance and record keeping. Oversees asset management record keeping and updates. Oversees the BlueStake program. Develops and implements pavement maintenance plan for all roads within the Town of Sahuarita.
- Manages, participates in, and directs the maintenance and repair of streets, pavement structure, shoulders, sidewalks, curbs and gutters, culverts and public drainage ways, landscaping and irrigation, backflow preventer testing, repair and maintenance, streetlights, bridges, guardrails, signing/striping and clean up. Manages the graffiti abatement program. Manages ADA repairs and upgrades to current standards. Provides support for traffic signal repairs and maintenance.
- Coordinate call-out responses to off-hour emergencies and other hazardous events related to roads, streets, traffic-signals, bridges and drainage. Performs and coordinates monsoon flood barricade set-up and maintenance. Coordinates and obtains contractors for emergency repairs.
- Develop cost estimates, solicit and review price quotes, prepare procurement/requisition packages in accordance with established procedures, and review cost proposals and pay requests. Prepare and submit reports as required and requested.
- Coordinate the drafting of maintenance contracts; including street maintenance, pavement management, landscaping, irrigation, mosquito trapping, street sweeping, herbicide treatment, magnesium chloride (deicer) treatments, bridge and culvert inspections, streetlight luminaire replacement, traffic signal, signing/striping and storm clean up.
- Manage contracted maintenance service and work via a work order system and daily field inspection reports, including generating work orders and writing reports.
- Manages implementation of policies related to streets, such as Buffel grass eradication, West Nile public outreach, and Adopt-A-Highway.
- Performs all work duties and activities in accordance with department and/or Town policies and procedures.
- Works in a safe manner and reports unsafe activity and conditions. Follows Town-wide safety policy and practices and adheres to responsibilities concerning safety prevention, reporting and monitoring as outlined in the Town’s Health and Safety Manual.
- Performs vehicle and large equipment maintenance and repair.
- Provides assistance and/or oversight for repairs as needed for Facilities Department.

- Materials and equipment used in street maintenance, repair and construction such as cold patch, hot mix, paint, road base (i.e. dirt, sand, rocks), bucket truck, loader, backhoe, motor grader, pick-up truck, ladder and dump truck.
- Hand and power tools such as drills, saws, post driver, shovels, rakes, weed eater and chain saws.
- Copy machine, fax machine, general office supplies, computer, printer, calculator, telephone, vehicle, Standard Microsoft Windows and Office software, and Internet.
MINIMUM QUALIFICATIONS
- High School Diploma or General Equivalency Degree (G.E.D.).
- Five years’ work experience in construction and/or maintenance of roadways, traffic signals, signing, striping, and roadway drainage structures.
- Two to three years of supervisory experience is also required. Or, any equivalent combination of Formal Education and Experience sufficient to perform the Essential Functions.
PREFERRED QUALIFICATIONS
- Additional job-related courses as at a community college, vocational, business, or technical trade school would be preferred.
- Municipal experience.
REQUIREMENTS
- Valid Driver’s License required, Arizona Driver’s License required within ten days of hire.
- Level 1 Work Zone Safety certification within six months of hire or start date in job classification.
- Must be able to pass a background investigation.
- Safety and personal protective gear and clothing, such as gloves, rubber boots, goggles, safety shoes, vest and glasses, and hard hat are to be worn when required.
