Primary Work Location: In/around the Town, with reporting, office duties and meetings at Town Hall and Public Works Facility.
1. Position Summary
The Public Works Crew Leader supervises, coordinates and participates in the activities of a team of 3-5 municipal workers responsible for the maintenance, repair, and construction of public infrastructure, including streets, parks, trash, utilities, and facilities. This position involves planning daily operations, managing resources, ensuring compliance with safety standards, and maintaining high-quality service delivery to the community.
2. Essential Job Functions:
- Oversee and lead a team of public works staff, assigning tasks and monitoring performance.
- Operate equipment such as a lawn mower, trash truck, dump truck, plow truck.
- Provide training, guidance, and support to team members to enhance skills and productivity.
- Foster a positive work environment and address personnel issues as they arise.
- Plan and schedule daily, weekly, and seasonal work activities, including maintenance, repairs, and special projects.
- Respond to and prioritize work orders, emergencies, and community complaints or concerns.
- Inspect work sites for progress, safety, and proper use of resources.
- Collaborate with contractors, vendors, and other departments as needed.
- Ensure adherence to safety protocols and regulatory requirements.
- Recommend process improvements and assist in long-term planning for public initiatives
3. Experience Required:
The below listed essential duties and responsibilities are not intended to be an exhaustive list of all job duties for this position.
Minimum of three years’ experience in utilities maintenance and construction and/or parks and grounds maintenance to include supervision of staff and/or projects. Must have experience using the following machines, tools, and equipment:
- Hand tools such as rakes, shovels, saws, drills.
- Thumper, air hammer, compressor, etc.
- Mower, edger, and other equipment used in maintenance of Town Parks and Grounds.
4. Minimum Education Requirements:
Graduation from standard high school or equivalent preferred.
5. Knowledge, Skills, and Abilities
- Knowledge of water and sewer system construction and street construction.
- Knowledge of occupational hazards and safety precautions.
- Ability to direct and supervise work crews.
- Ability to read and interpret drawings and blueprints.
- Skill in the use of excavation equipment and hand and machine tools.
- Ability to project a professional, helpful image to create a sense of confidence in the public.
- Ability to interact with the public and other Town employees in a pleasant, courteous, helpful manner to foster an effective, efficient, professional workplace.
6. ADA Requirements:
- This is heavy work requiring the exertion of 75 pounds of force occasionally, up to 30 pounds of force frequently, and up to 20 pounds of force constantly to move objects.
- Work requires climbing, stooping, kneeling, crouching, crawling, reaching, walking, pushing, pulling, lifting, and grasping; vocal communication is required for expressing or exchanging ideas by means of the spoken word.
- Hearing is required to perceive information at normal spoken word levels; mental acuity is required to make rational decisions through sound logic and deductive processes.
- Visual acuity is required for depth perception, color perception, peripheral vision, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, assembly or fabrication of parts, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities;
- The worker is subject to inside and outside environmental conditions, extreme cold, hazards, and atmospheric conditions. The worker may be exposed to blood borne pathogens and may be required to wear specialized personal protective equipment.
7. Additional Requirements:
- Possession and retention of a valid motor vehicle operator’s license issued by the State of Delaware. All motor vehicle violations must be reported to supervisor immediately and a good driving record is required to retain position.
- Must pass testing for substance abuse and criminal background investigation as required by DOT.
- Required to pass testing of physical strength and agility to qualify for and retain position, per DOT standards.
- Must maintain a positive work environment by acting and communicating in a manner that promotes harmonious relations with customers, co-workers, and supervisors.
- Must possess or be able to obtain a Commercial Driver’s License (CDL).
- Must possess of be able to obtain flagger certification.
