Telecommunicator

Annual Pay Range: $37,045 - $64,325

Purpose

Under the direction and oversight of the Telecommunications Supervisor, the Telecommunicator position facilitates open communications with the public, response to emergency calls and requests for assistance, dispatch of TOSP law enforcement resources as necessary, and coordination of resources.

Duties and Responsibilities

  • Receives routine, emergency and personal calls for assistance / information.
  • Enters calls for service into a Computer-Aided Dispatch computer.
  • Operates two-way radio to maintain contact with police cars and other law enforcement units.
  • Dispatch Patrol, Investigations, and Administrative Officers.
  • Maintains current location of officers to assure their safety.

- Dispatches personnel to answer requests for assistance.

  • Receives calls on alarms from monitoring stations of business alarms within the City.
  • Provides information concerning locations of neighborhoods, businesses, roads, and streets.
  • Operates computer terminal connected to the Division of Criminal Information and National Crime Information Center to obtain necessary information.
  • Maintains various communications logs and telephone requests for service.

- Operates personal computer and computer terminals as needed.

- Performs other related duties as assigned.

Education, Skills and Certifications

Telecommunicator Trainee (Grade 16H)

  • High school diploma or GED required
  • Emergency communications experience preferred
  • Considerable knowledge of City streets, location of neighborhoods, and general layout of the City
  • Good working knowledge of the operation of two-way radio communications system and related Federal Communications Commission regulations
  • Ability to accurately transmit radio communications
  • Assess people and situations and use sound judgment in decision- making
  • Obtain information from distressed or confused persons necessary for the proper dispatch of police resources
  • Ability to speak clearly, distinctly, and politely
  • Ability to remain calm and effective under heavy workloads and in emergency situations
  • Ability to operate assigned equipment and type accurately at an average rate of speed;
  • Ability to make sound, independent judgments with respect to the police's responsibility to respond and based on the Police Department's operations, procedures, or directives
  • Ability to learn radio communications code signals and information contained in the Police Department's Operations Manual
  • Obtain DCI operator certification after hire within timeframe established by supervisor
  • Ability to deal courteously and tactfully with the public
  • Ability to establish and maintain effective working relationships with other employees
  • Ability to successfully complete the Communications Training & Evaluation Program (CTEP)
  • Ability to successfully complete North Carolina Telecommunicator Certification Course

Telecommunicator I (Grade 17H)

All requirements above with the addition of:

  • Successful completion of the employee probationary period for the position of Telecommunicator Trainee
  • Successfully met the requirements of the Telecommunicator Trainee
  • One (1) year experience as a Telecommunicator
  • Successfully complete all required in-service training applicable to the position of Telecommunicator
  • Ability to successfully complete one (1) Telecommunicator related training course
  • Attend one (1) Department In Service Training Topic that relates to Communications
  • Participate in one (1) Community Oriented Project/Event

Telecommunicator II (Grade 18H)

All requirements above with the addition of:

  • Successful completion of the employee probationary period for the position of Telecommunicator I
  • Successfully met the requirements of the Telecommunicator I
  • Two (2) years’ experience as a Telecommunicator
  • Successfully complete all required in-service training applicable to the position of Telecommunicator I
  • Possess the ability to serve as a Communications Training Officer (CTO)
  • Ability to successfully complete one (1) Telecommunicator related training course
  • Attend one (1) Department In Service Training Topic that relates to Communications
  • Participate in one (1) Community Oriented Project/Event
  • Successful completion of Crisis Intervention Training (CIT)

Telecommunicator Specialist (Grade 19H) All requirements above with the addition of:

  • Successful completion of the employee probationary period for the position of Telecommunicator II
  • Successfully met the requirements of the Telecommunicator II
  • Three (3) years’ experience as a Telecommunicator
  • Successfully complete all required in-service training applicable to the position of Telecommunicator II
  • Ability to successfully complete one (1) Telecommunicator related training course
  • Attend one (1) Department In Service Training Topic that relates to Communications
  • Successful completion of one (1) Supervisor related training course
  • Possess the ability to serve as the divisions Assistant Terminal Agency Coordinator (ATAC)

Physical Requirements

Telecommunicator Trainee, I, II, and Specialist

  • Must be able to see, hear, operate a computer and speak clearly and calmly.
  • Must be able to lift and carry up to 30pounds occasionally and 15-20 pounds regularly
  • Must be able to remain sitting and stationary for extended periods of time.

Working Conditions

  • This position works indoors in a climate controlled open office environment.
  • Working conditions can be very stressful when dealing with medical, criminal, and other emergency situations.
  • This position requires evening, weekend, holiday and call-in work.
  • This position is considered an “ESSENTIAL POSITION”, meaning that work may be required during extreme weather events and other emergency situations.
