JOB SUMMARY

Under general supervision, supervises a crew in the performance of assigned activities to maintain the Town’s drainage systems.

 

ESSENTIAL JOB FUNCTIONS

  • Exercises responsibility for ensuring that assigned projects are properly completed as prescribed; supervises and directs the activities of crew performing general and skilled labor to maintain the drainage systems.
  • Provides instructions, assigns work, reviews work, and coordinates activities as necessary to ensure compliance with established policies and full utilization of personnel, materials, and facilities with concern for quality, safety, and efficiency.
  • Receives and reviews service requests; coordinates activities in order to complete requests in a timely and efficient manner.
  • Receives and/or reviews a variety of records and reports such as work orders, monthly work list, safety manuals, and operation manuals.
  • Prepares and/or processes a variety of documentation such as daily work reports.
  • Refers to policy and procedure manuals, codes/laws/regulations, publications and reference texts, etc.
  • Operates/utilizes various types of machinery, and equipment (such as weed eater, chainsaw, pole saw, tractor with bush hog, etc.).
  • Uses an assortment of general maintenance hand tools (including wheelbarrow, pitchfork, etc.); and a variety of supplies (such as gas, oil, weed eater string and blades, and general office supplies, etc.).
  • Interacts and communicates with various groups and individuals such as Stormwater Manager, co-workers, other Town departments, and the general public.
  • Performs other related duties as required.

MINIMUM EDUCATION AND EXPERIENCE

Requires a high school diploma or equivalent supplemented by one to two years’ experience in drainage systems maintenance or related field; or any equivalent combination of training and experience, which provides the required skills, knowledge and abilities.  Must possess a valid South Carolina driver's license.

KNOWLEDGE, SKILLS AND ABILITIES

  • Knowledge of the methods, policies, and procedures of the Stormwater Department as they pertain to the performance of duties of the Crew Leader. 
  • Knowledge of the laws, ordinances, standards and regulations pertaining to the specific duties and responsibilities of the position. 
  • Knowledge of the methods and principles of the department as they pertain to drainage construction, repairs, and maintenance. 
  • Knowledge of the various specifications and standards that relate to departmental operations and work activities and is able to ensure implementation and enforcement of same by departmental employees. 
  • Knowledge of the approved methods and materials used in the construction/repair of drainage systems. 
  • Knowledge of the responsibilities of individuals directly supervised to ensure accurate, efficient, and safe completion of assignments. 
  • Knowledge of the established standards of productivity and quality of work to be maintained in the performance of the job. 
  • Skill in the utilization of management principles in planning, establishing, and implementing procedures and standards for obtaining optimum production and cost effectiveness. 
  • Ability to offer instruction and advice to subordinates regarding departmental policies, methods and regulations. 
  • Ability to schedule daily activities and to establish short and long-term priorities in order to meet established goals.  
  • Ability to complete, process, and maintain a variety of records, charts and logs that are required in the performance of daily operations.  
  • Ability to read, understand, and interpret blue prints and related maps and charts. 
  • Ability to communicate effectively with supervisors, crewmembers, members of the general public, and all other groups and agencies involved in the activities of the department. 
  • Ability to work in extreme weather conditions including smoke, dust, heat, cold, wetness, etc. 
  • Ability to handle required mathematical calculations. 
  • Ability to organize and prioritize daily assignments and work activities. 

PHYSICAL REQUIREMENTS

Tasks involve the regular and at times sustained performance of moderately physically demanding work, typically involving some combination of climbing, balancing, stooping, kneeling, crouching and crawling, and the lifting, carrying, pushing and/or pulling of moderately heavy objects and materials (up to 50 pounds) and occasionally heavier weight (up to 100 pounds).
