JOB SUMMARY
Under general supervision, this position is responsible for the intake and processing of construction plan submittals for land disturbance projects within the Town of Summerville and will assist in the management of professional services contracts for the Town’s on-call traffic engineering consultants. This position will serve as the primary point of contact for Stormwater Permitting, Encroachment Permitting, and Final Plat submittals; fee assessment; and payment processing within the CitizenServe online permitting management system. Duties involve a variety of routine clerical and administrative tasks that support the day-to-day operations of the Engineering Department. Duties also include general administrative/office support for the Public Works Department. General knowledge of project delivery and construction management practices related to planning, design, construction and close-out of public and private development projects is preferred. General knowledge of state and federal National Pollutant Discharge Elimination System (NPDES) permitting processes and Municipal Separate Storm Sewer System (MS4) program requirements is preferred. Work involves independent planning and implementation of effective database management and record keeping systems. Tact and courtesy are required in frequent contact with developers, engineers, contractors, property owners, the general public and other Town staff. The principal duties of this class are performed in a general office environment with occasional work in the field to support MS4 program objectives.
ESSENTIAL JOB FUNCTIONS
- Provides information by phone, email or in-person in response to relatively routine questions regarding Town land development regulations and permitting process and procedures. Refers technical inquiries to proper staff, department or agencies.
- Coordinates with other Town departments, regulatory agencies, the public, and other professional, technical and clerical personnel to ensure efficient review processes.
- Utilizes specialized computer applications (Microsoft Office, CitizenServe, SeeClickFix) and other standard office equipment to perform records management data entry and archival processes to maintain accurate electronic and manual records, logs, spreadsheets and databases.
- Accepts construction plans and documents for permit processing and accurately calculates appropriate review and inspection fees.
- Ensures completeness of application packages prior to distributing to appropriate reviewers.
- Provides support to applicants working in CitizenServe
- Provides administrative support to the Engineering Department and manages requisitions & payments of Traffic Impact Analysis (TIA) Studies.
- Takes initiative to update templates within Citizenserve without waiting for direction (i.e. Letterhead revisions)
- Takes Credit Card payments over the phone for both Engineering and Planning Dept as needed
- Assists staff in the record keeping and management of the Town’s construction project database.
- Provides back-up for the Administrative Assistant to Public Works as needed which would involve receiving and returning calls from residents regarding Town Services.
- Keeps digital filing system and cabinet index up-to-date.
- Ensures all required MS4 and construction inspections have been entered into CitizenServe for accurate reporting.
- Assists with compiling data for the MS4 Annual Report
- Assists with FOIA requests as needed
- Assists with updates to various program manuals
- Performs other duties as assigned

MINIMUM EDUCATION AND EXPERIENCE
Associates degree in a related field or equivalent experience.
Requires at least two (2) years of professional experience in a development review setting.
Experience in site development permitting, computer software applications and database management preferred.
KNOWLEDGE, SKILLS AND ABILITIES
- Possess a basic understanding of the land development and site permitting process to ensure compliance with Town Ordinances, policies and standards.
- Knowledge of the general principles and practices of the industry; familiar with NPDES stormwater construction permitting regulations
- Knowledge of moderately complex office and clerical procedures.
- Knowledge of how to perform duties in a courteous manner and with the utmost integrity in the best interest of the public.
- Demonstrates continuous effort to streamline work processes and procedures
- Skill in the operation of popular office machines, including computer-driven word processing, spreadsheet and file maintenance programs.
- Skill in applying a responsible attention to detail as necessary in preparing reports and correspondence.
- Ability to learn quickly and apply departmental policies and procedures affecting the acceptance and review of permit applications
- Ability to apply techniques of checking permit applications and plans for completeness
- Ability to take the initiative to complete the duties of the position without the need of direct supervision.

PHYSICAL REQUIREMENTS
Must be physically able to operate a variety of office and specialized machines and equipment including a computer, calculator, telephone, etc. Tasks involve the ability to exert moderate, though not constant physical effort, typically involving some combination of climbing and balancing, stooping, kneeling, crouching, and which involves some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (up to 25 pounds).
