The Planning and Building Director supervises and directs the activities, staff and consultants of the Planning and Building  Department.  Duties include directing current and long-range planning and building permit and construction activities of the Town, including planning, zoning, subdivision and management of land development entitlement and Comprehensive Land Use Plan and Land Use Code amendment processes and building construction processes for the Town.  The Director oversees review of development applications, zoning changes and Comprehensive Plan and Land Use Code amendments.  This position manages various technical aspects of the Planning and Building Department’s functions and applies professional knowledge, personal judgment and independence to address a variety of technical and policy issues within Town standards and guidelines.  This position requires a significant amount of interaction with the public and other governmental officials, ranging from general inquiries to facilitating meetings with development and building professionals, community representatives, Town advisory committees and commissions, intergovernmental agencies, governmental entities and other interest groups. This position manages the preparation and presentation of staff reports to the Town Council, and Planning Commission, and includes attendance as requested at public meetings and work sessions with the Town Council, Planning Commission and other related boards and commissions.  This position is exempt under FLSA.  

Supervision:  Works under supervision of the Town Manager.

Salary Range:  $132,495.00 - $198,670.00 Annually

Hiring Range:   $132,495.00 - $165,582.00 plus excellent benefits
  • Organizes and oversees the Planning and Building Inspection Department on land development and redevelopment matters, regulatory and community development programs and policies and enforcement of applicable codes and regulations.
  • Oversees process for zoning, building and Land Use Code amendments; evaluates amendments to the Comprehensive Plan and other land use development documents.
  • Reviews and establishes administrative procedures for the Planning and Building Department and implements improvements.
  • Plans, coordinates and directs Town staff reviews and process elements for proposed land use applications and land development projects.
  • Serves as lead in guiding development proposals through the public review process and the Planning Commission and Town Council hearings.
  • Serves in an advisory capacity and presents oral and written reports on work programs, projects and other items as directed to the Town Council, Planning Commission and other Town advisory committees and external organizations.
  • Establishes and assigns work priorities, monitors progress, writes and presents reports to residents, staff, and other departments.
  • Manages complex and multi-faceted service contracts and oversees work performed by contract staff.
  • Manages contract consultants for development review and building permitting and inspection, including reviewing work progress, ensuring compliance with specified expectations and adjusting work tasks and schedules as necessary.
  • Oversees community engagement in formulating planning and building policy items.
  • Prepares factual reports and develops innovative recommendations for consideration of the Assistant Town Manager, Town Manager and Town Council.
  • Serves as a member of the Town Manager’s leadership team and coordinates with other management staff, departments and agencies in establishing and implementing planning and building inspection operational and policy improvements.
  • Prepares and submits reports as required to the Assistant Town Manager and Town Manager regarding planning and building activities; attends conferences and meetings to keep abreast of current trends in the field. 
  • Prepares, administers and implements the annual budget and exercises control over expenditures and funds. 
  • Answers questions and provides information to the public.
  • Confers with engineers, surveyors, developers, contractors, architects, attorneys, landscape architects and the public regarding Town development requirements and planning policies and standards; oversees Town's response on land use applications, zoning, and other planning and building-related matters; negotiates and resolves related conflicts that arise.
  • Knowledge of principles and practices of public administration, urban planning and building safety.
  • Knowledge of management analysis and methods of policy implementation.
  • Knowledge of the goals and objectives of the Superior Town Council.
  • Knowledge of the structure, policies, procedures and operations of the Town of Superior.
  • Knowledge of local government dynamics, the Superior Municipal Code, and the Colorado Revised Statutes relating to government.
  • Knowledge of a wide range of land-use related local, State, and Federal plans and regulations in both policy and regulatory situations.
  • Skills in working well with people, including employees, management, elected officials, boards and commissions, and members of the general public in challenging situations.
  • Skills in communicating complex information effectively with a wide variety of audiences, both orally and in writing.
  • Skills in organizing and managing complex tasks or projects to completion, including creatively negotiating barriers, within a fixed time frame.
  • Ability to clearly and confidently organize and present information and conduct meetings.
  • Ability to evaluate development applications for compliance with local regulations.
  • Ability to be flexible and adaptable.
  • Ability to work well independently and within a team setting.
  • Ability to work proficiently with a range of current software programs, including ESRI ArcGIS, Adobe Illustrator and Adobe InDesign, and Microsoft Office Suite.
  • Ability to use standard office equipment, computer equipment and software including word processing, presentation, data base management, spreadsheet applications and electronic mail.
  • Ability to analyze programs, policies, budgets, and operations.
  • Ability to conduct research and surveys, report findings, and present recommendations based on this information.

 

Special License, Registration or Certification Required

Graduation from an accredited college or university with master's degree in urban planning, public administration, or closely related field preferred.  Five to seven years of progressively responsible experience performing above or related duties; or an equivalent combination of education and experience.

Salary : $132,495 - $198,670
