Position Purpose:
The primary function of this position is to perform professional, technical, administrative and supervisory work in planning, directing, managing and controlling the operations of the Department of Public Works. Performs all other related work as required.
Essential Functions:

- Manage, direct, plan, organize and control all operations and administration of the Department of Public Works in accordance with applicable general and special law, by-law and vote of the Town.
- Evaluate Public Works needs to deliver effective and cost-effective services; implement the goals and objectives as established by the Town Manager and Select Board; recommend long-term and short-term strategic plans to attain goals, oversee short and long-term planning of the Department of Public Works.
- Recommend, develop and implement policies; formulate operating procedures; determine priorities and assess progress, direct work-related functions generally through subordinate supervisory personnel.
- Act as the liaison with and represent the Department before state, federal and regional authorities, ensure compliance with local, state and federal laws and regulations.
- Responsible for annually preparing, recommending, and submitting both operational and capital budgets to the Town Manager for subsequent recommendation to the Finance Committee, manages approved budgets to ensure operations are within guidelines; periodically advises the Town Manager and the Select Board on the status of budgetary overages/shortages; develops and implements fiscal controls for the Department.
- Advise the Town Manager, Select Board and other Town boards and officials on the technical aspects of the Department initiatives and programs; makes recommendations as appropriate.
- Oversee all preparation aspects of plans and specifications for bid packages and advertising; analyze bids and award contracts; manage awarded contracts; oversee contracted work and interact with contractors to ensure completion and adherence to specifications and budgeted guidelines.
- Apply for and administer grants; prepare reports and documents as required; maintain departmental records and plans as required.
- Maintain cooperative relationships with all Town departments for purposes of enhancing efficiency, productivity and morale.
- Recommend to the Town Manager the appointment, discipline, suspension, demotion, transfer or termination of department personnel within applicable laws and by-laws.
- Direct, lead, motivate, assign work, schedule, and provide overall supervision and training for department personnel; make recommendations on appropriate staffing levels; is responsible for recruitment of personnel in conjunction with the Human Resources Director; review and evaluate work and performance; responsible for the implementation and administration of union contracts in concert with the Town Manager; serve as a member of the Town’s negotiating team, as needed for the purpose of collective bargaining.
- Responsible for developing, recommending and implementing departmental policies, methods and procedures affecting operations in compliance with federal, state and local laws, regulations and by-laws and collective bargaining agreements; formulate operating procedures; determine priorities and assess progress.
- Stay abreast of legislative, technical and professional developments within the department jurisdiction through continuing education, professional associations, seminars, forums, etc.; share relevant knowledge with staff and Town officials.
- Participate in the Town’s Local Emergency Planning Committee.
- Ensures department adherence to OSHA standards.
- Participates in regional procurement services.
- Performs similar or related work as required, directed or as situation dictates.
Recommended Minimum Qualifications:

Bachelor’s Degree in civil engineering or related field, Master’s Degree preferred. Must have (10) yrs. of progressively responsible experience in public works management and administration, of which at least three (3 ) years are in a management position; or an equivalent combination of education and experience. Must have / maintain a valid Massachusetts driver’s license, CDL class A or B preferred but not required.

Knowledge: Thorough knowledge of the principles and practices of civil engineering, highway construction, water system distribution, solid waste disposal and of applicable provisions of the Massachusetts General Laws. Considerable knowledge of state bidding practices. Working knowledge of environmental health and safety relevant to Public Works operations. Knowledge of OSHA.
Ability: Ability to interpret and develop plans and specifications utilizing relevant computer applications. Ability to establish and maintain cooperative relationships with Town officials and governmental representatives. Ability to communicate effectively in written and oral form. Ability to manage several projects at one time. Ability to lead and supervise departmental staff and to develop policies and procedures for the department's operations.
Skill: Office management skills. Highly developed skills in computer hardware and software. Demonstrated planning and financial skills. Excellent organizational skills. Skill in developing policies and procedures to accomplish stated goals and objectives.

Supervision:
Supervision Scope: Performs highly responsible functions of a complex and technical nature requiring a high degree of professional judgement and initiative in ensuring that all municipal procedures conform to law and to professional standards as well as in formulating decisions regarding policies, procedures, operations and plans at the department level.
Job Environment:
Work is performed under varying conditions including typical office conditions and outdoors which is subject to weather conditions. Work environment is moderately noisy. Incumbent required to attend evening meetings.
Operates computer and general office equipment, such as calculator, copier, facsimile machine and telephone. Operates some hand tools and an automobile.
Makes frequent contacts with all Town departments and boards, vendors, auditing firms, and relevant state officials and agencies. Makes frequent contact with the general public. Contacts require considerable skill in negotiating and resourcefulness and discretion in influencing decisions and behavior of others.
Has access to department-related confidential information including bid proposals, contracts, department personnel records, as well as sensitive Town financial information.
Errors are difficult to detect and could result in excessive costs, major financial losses from unauthorized expenditures, personal injury or property damage; errors may also result in legal ramifications.
