WATER TREATMENT PLANT SUPERINTENDENT

Grade: 14

Full-Time, Exempt, Emergency

Effective: 2/2025


GENERAL DEFINITION AND CONDITIONS OF WORK:

Performs difficult skilled technical and administrative work planning and supervising water treatment, distribution, collection, maintenance, and repair; does related work as required. Work is performed under the general direction of the Director, Public Works & Utilities. Supervision is exercised over all division personnel.

This is medium work requiring the exertion of 50 pounds of force occasionally, up to 20 pounds of force frequently, and up to 10 pounds of force constantly to move objects; work requires climbing, balancing, stooping, kneeling, crouching, reaching, standing, walking, pushing, pulling, lifting, fingering, grasping, and repetitive motions; vocal communication is required for expressing or exchanging ideas by means of the spoken and written word; hearing is required to perceive information at normal spoken word levels; visual acuity is required for depth perception, color perception, preparing and analyzing written or computer data, visual inspection involving small defects and/or small parts, use of measuring devices, operation of machines, operation of motor vehicles or equipment, determining the accuracy and thoroughness of work, and observing general surroundings and activities; the worker is subject to inside and outside environmental conditions, hazards, atmospheric conditions, and wearing a self-contained breathing apparatus. The worker may be exposed to bloodborne pathogens and may be required to wear specialized personal protective equipment

Requirements


ESSENTIAL FUNCTIONS/TYPICAL TASKS:

1. Planning and supervising water treatment, distribution, collection, maintenance, and repair; maintaining records and files; preparing reports.

2. Plans and oversees all State and Federal compliance sampling.

3. Develops administrative and program standards, policies, and operating procedures for the water treatment plant; plans and supervises daily operations of the water treatment plants.

4. Analyzes annual operating costs and makes recommendations for the department budget; provides recommendations regarding heavy equipment purchases; assists in the preparation of the annual budget; approves all requisitions and invoices for supplies, repairs, and materials needed for effective department operation; oversees laboratory operations and maintenance of files and log records.

5. Assigns work, provides guidance, discipline, and direction; evaluates job performance.

6. Performs varied administrative duties associated with supervising staff to include approving leave, approving shift changes, ensuring staff's receipt of proper training, and providing training.

7. Oversees preventive and special maintenance work pertaining to buildings, grounds, stationary equipment, and other plant facilities; tours plant to make a critical inspection of all equipment and to ensure proper operation of systems and staff adherence to procedures and processes.

8. Checks wells, pump stations, reservoirs and associated monitoring wells, dam structures, and plants for proper operation.

9. Assists in the design of new water treatment processes, pumps, plants, or related systems and facilities; confers with the Director of Public Utilities, or consulting engineer on matters pertaining to recommended changes in water treatment processes.

10. Participates in short and long-term capital improvement and capital asset replacement projects including planning and construction.

11. Assists personnel in water collection, treatment, and sample analysis as needed.

12. Collects data and prepares reports on water plant operations and activities.

13. Responds to public inquirer questions, requests, and concerns regarding treatment plant activities.

14. Prepares, signs, and submits various State, Federal, and local reports pertaining to plant operations, discharge monitoring, etc.

15. Performs related tasks as required.


KNOWLEDGE, SKILLS, AND ABILITIES:

Comprehensive knowledge of equipment, facilities, materials, methods, and procedures used in water treatment plant maintenance and operation activities; comprehensive knowledge of laboratory procedures and practices for testing water samples; comprehensive knowledge of safety procedures and equipment used in performing assigned work; ability to monitor plant operations and to identify and implement needed control procedures; ability to plan and supervise daily operations and subordinate staff; ability to operate and maintain water treatment equipment; ability to perform process control calculations; ability to communicate effectively orally and in writing; ability to understand and carry out oral and written instructions; ability to keep written records; ability to establish and maintain effective working relationships with associates.


EDUCATION AND EXPERIENCE:

Any combination of education and experience equivalent to graduation from an accredited community college with major course work in civil engineering or related field and extensive experience in the operation of a water treatment plant including considerable supervisory experience.


SPECIAL REQUIREMENTS:

Possession of an appropriate driver's license valid in the Commonwealth  of Virginia. Possession at minimum of a valid Virginia Class II Water Treatment Plant Operator's licenses. Must possess satisfactory results of a pre-employment background check.
