The Town of Weathersfield seeks qualified applicants for the Full-Time position of Town Accountant. The Town Accountant works under the direction of the Town Manager to perform essential functions ensuring that all municipal financial transactions conform to law and professional standards. $25 - $32 per hour/40 hours per week.

Class Definition:

Accounting work at a professional level involving financial management, accounting, and internal auditing activities for a multiple fund municipality. The Town Accountant is involved with a mix of revenue sources, matching formulas, fiscal periods, reporting requirements. The
Town Accountant is responsible for a variety of fiscal and accounting procedures and systems, and is responsible for a high level and scope of support given to the Town Manager. Duties are performed under the general direction of the Town Manager. Performs other duties as assigned by Town Manager.

Examples of Work:

Serves as the Town's principal accountant which includes responsibility for the design, implementation, and operation of an accounting system encompassing a wide variety of income and expenditure accounts. Serves as principal fiscal advisor to the Town Manager in financial management and operations. Acts as the principal department liaison with the Town Treasurer’s office and outside agencies. Monitors procedures for the receipt of funds from Federal, State, and other sources. Assumes responsibility for proper fund matching and allocation to program areas.
Supervises procedures for the auditing and processing of payments made by the department, including proper account coding and verification of available funds. May prepare financial parts of grant requests. Provides detailed fiscal data for the preparation of fund budgets by the Town
Manager; may coordinate and/or personally prepare departmental budgets. Prepares a variety of fiscal and grant reports to the Federal government and elsewhere as appropriate. Prepares annual department financial plan. May prepare indirect cost allocation data for charge-back to funds.

Knowledge, Skills and Abilities Required for Class Entry:

Considerable knowledge of accounting principles and practices. Considerable knowledge of budget principles and procedures. Working knowledge of administrative principles and practices.
Working knowledge of purchasing practices and procedures. Working knowledge of basic contract requirements. Awareness of computerized financial management information systems.
Awareness of indirect cost allocation principles and procedures. Ability to design and implement accounting systems of considerable complexity involving multiple income sources and expenditure conditions. Ability to develop and install appropriate checkpoints to maintain over-all integrity of the financial system. Ability to interpret and apply rules and regulations of considerable complexity. Ability to identify financial system weaknesses and/or voids and to apply effective remedial action. Ability to prepare a variety of accounting and financial documents or reports. Ability to establish and maintain effective working relationships.

Considerable knowledge of municipal financial management systems. Considerable knowledge of the governmental budgeting procedure and related financial management plans. Considerable knowledge of the sources of and conditions attached to governmental funds. Considerable knowledge of grant preparation, approval, and administration procedures. Considerable knowledge of purchasing procedures. Considerable knowledge of contract procedures. Working knowledge of department programs and the public served. Working knowledge of payroll procedures. Ability to prepare indirect cost allocation assessments.

Environmental Factors:

Duties are performed largely in a municipal financial office. Modest travel may be required for which private means of transportation must be available. The role may require performance outside of normal work hours. Regular and frequent reporting deadlines are a constant aspect of the role.

Education, Experience, and Training Preferences

Experience: Two years at a professional level in accounting or financial auditing work, or in a role with responsibility for management of financial affairs which include professional level accounting systems.

Typical Work Responsibilities

General

  • Responsible for oversight of all financial record keeping
  • Responsible for all financial reporting
  • Budget maintenance in NEMRC
  • Financial aspects of grant management in conjunction with the Town Manager
  • Supervise, or perform, all benefit related issues
  • Perform all general journal adjusting entries
  • Primary audit contact: scheduling, prep work, MD&A letter, etc.
  • Back up to Administration as far as phones, walk-ins, cash receipts, opening office, vault, etc.
  • Evaluate financial impact of benefit changes, as requested by Town Manager
  • SSA contact for information, reporting, social security number verifications
  • Contact with Treasurer regarding need for loans, cash flow issues, etc.
  • Assist Town Clerk with cash receipts issues

Daily

  • NEMRC updates & transfers
  • Research and record ACH cash receipts
  • Review Clearing accounts for GL issues, misc. revenues

Monthly

  • Close books, balance reserve-town, any needed AJE's
  • Budget review and reporting in conjunction with Town Manager
  • Distribute budget reports to all departments
  • As requested, financial data, analysis or explanation to Select Board

Quarterly

  • Transfer tax payments to Perkinsville Village
  • Unemployment insurance report - online
  • Assist with deposits during tax collection weeks
  • Provide Reserve Fund details for Select Board

Annual Calendar Year

  • Breakout & distribution of VLCT insurances (PACIF, Workman's Comp, etc.)

Annual Fiscal Year

  • All accruals, AJE's, etc.
  • Review all balance sheet accounts; review budgets (especially for transfers to Reserves)
  • Complete asset audit
  • Review and book asset additions, sales or write-offs
  • Review all loan proceeds and payoffs and book entries
  • Review and book any needed entries to or from reserves

Other Annual; miscellaneous

  • VLCT PACIF information return
  • Program server for tax billing

Pay: $25.00 - $30.00 per hour
