BUILDING/CODE COMPLIANCE INSPECTOR

The Town of Winter Park is seeking an individual with experience and knowledge of the construction industry for our next Building/Code Compliance Inspector. This position, under the direction and supervision of the Building Official and Community Development Director, will enforce and regulate standards to safeguard life, health, property, and welfare through enforcement of the adopted Town code and standards. Candidates must have experience in residential or commercial construction, code administration and compliance, with understanding of plan review, permit issuance, building, plumbing and mechanical inspections (electrical not required). An associates in construction technology, construction management, or a related field is desired. Qualified candidates should have at least three years of building construction or inspection experience. ICC certification preferred and is required to be obtained within one year of employment.

SUMMARY
This position, under the direction and supervision of the Building Official and Community Development Director to enforce and regulate standards to safeguard life, health, property, and welfare through adopted Town Ordinances regarding design, site management, construction, quality of the materials, use, signage, and occupancy of all buildings, sites, rights-of-way and structures within the Town of Winter Park.
EXAMPLES OF ESSENTIAL DUTIES

Building Inspector
- Serves as an effective communicator with the general public and property owners on issues relating to the Building Division.
- Enforces the adopted building codes.
- Investigates complaints relating to unsafe structures; prepares written reports, issues notices to correct code violations, issues Stop Work notices and court summonses; may testify in court regarding violations.
- Provides the builder or contractor representative with a written inspection report (acceptance or deficiency report) and a notice of any corrections necessary to insure the construction is completed in accordance with the appropriate model codes. Re-inspects construction as required. Performs field inspections on all permitted projects and verifies that the project is constructed as per the approved plans and conforms to model building codes.
- Prepares records of inspection requests and fills out reports for field inspectors. Inputs inspections information into computer.
- Prepares a daily work schedule and maintains a daily inspection log of activities and enters inspection activities into computer records.
- Attend meetings, seminars, and functions relating to building construction and fire safety.
- Performs related work as required.
- Utilizes Building Division software for permit tracking, reporting, and record-keeping.
- Interacts with the general public, including contractors, design professionals, developers and property owners, and concerned citizens with tact and diplomacy.
- Provides an ethical commitment to protecting the health, safety, and welfare of residents and visitors in the jurisdictions serviced by the Winter Park Building Division.
- Remains educated on new techniques in both planning and the building industry; continuing education is expected to be pursued at the Town’ expense.
Code Enforcement Duties
- Perform a variety of field and office work in support of the Town’s local code enforcement program; enforce compliance with Town’s regulations and ordinances including those pertaining to zoning, land use, nuisance housing, building codes, sign code, health and safety, blight, graffiti, water waste, and other matters of public concern.
- Conduct field investigations; inspect properties for violations; attempt to make contact at the residence or business in order to resolve violation; issue and post warning notices, notices of violation, corrective notices, orders to comply, and related documentation for code violations; schedule and perform all follow-up functions to gain compliance including letters, inspections, calls, meetings, discussions, and negotiations to ensure compliance with appropriate codes and ordinances; issue administrative and parking citations and notices of violation as necessary.
- Receive and respond to citizen complaints and reports from other agencies and departments on alleged violations of Town’s zoning and related municipal codes and ordinances; interview complainant and witnesses; conduct investigations and provide recommendations for resolution.
- Assists in the creation of necessary programs, processes, policies and procedures for assigned responsibilities.
- Prepare evidence in support of legal actions taken by the Town; appear in court as necessary; testify at hearings and in court proceedings as required.
- Maintain accurate documentation and case files on all investigations, inspections, enforcement actions, and other job-related activities including accurate and detailed information regarding code enforcement activity to substantiate violations; draw diagrams and illustrations and take photographs.
- Prepare a variety of written reports, memos, and correspondence related to enforcement activities.
- Patrol assigned area in a Town vehicle to identify and evaluate problem areas and/or ordinance violations; determine proper method to resolve violations.
- Performs duties requiring discretion and independence of action; manages confidential matters; manages a variety of administrative details which involve contact with various officials in the public service and private industry.
- Composes and processes a variety of correspondence, reports, forms and other materials; examines for accuracy and completeness; resolves discrepancies, consulting with employees as appropriate.
- Keeps informed of pertinent new rules, regulations and legislation.
- Performs other related work as required or assigned.

SUPERVISORY CONTROLS
This position works under the general supervision of the Building Official and Community Development Director. Work is generally performed independently in accordance with established regulations and reviewed through reports and an evaluation of results achieved.
This position has no supervisory or management responsibility.
MINIMUM QUALIFICATIONS
Education:
- High School Diploma or GED required
- Associates in Construction Technology or related field desired
Experience:
- Minimum of three years working in the building industry
- General knowledge of municipal planning and building processes is desired.
Certification:
- ICC Building Inspector Certification required
- ICC certification must be acquired within one year of start of employment with the Town
General:
- Valid State Driver’s License
- Satisfactory Motor Vehicle Record (MVR)
- Equivalent combination of education and experience may be acceptable.

All federal, state, and local laws. Work requires discretion and judgment in interpreting Town policies, laws, and ordinances and analysis and judgment in accomplishing diversified duties.
