Distinguishing Features of the Class
An employee in this class performs a variety of unskilled and semi-skilled tasks involving manual labor requiring the use of hand tools and light and medium equipment operation. Work involves installation, repair and inspection of Town buildings, facilities and restrooms; street maintenance including minor asphalt repair and concrete repairs; building maintenance involving trade skills including electrical, plumbing, and related skills; and related facilities maintenance. Employees are subject to hazards in facilities maintenance work including working in both inside and outside environments, in extreme hot and cold weather, and exposure to various hazards such as noise, moving mechanical parts, chemicals, atmospheric conditions and oils. The employee may be subject to OSHA's final standards on blood borne pathogens when maintaining and repairing restrooms and beach showers. Work is performed under regular supervision and reviewed while in progress and upon completion to determine that proper work methods are being followed and that assignments are carried out correctly.
Essential Duties and Tasks
- Perform asphalt maintenance and repair including patching potholes; makes concrete repairs to curb and gutters and sidewalks; installs curb cuts, ADA ramps, and small new sections of curb and gutter and sidewalk; sets up frames, pours and finishes concrete; operates heavy construction equipment such as back hoes, dump trucks, etc.
- Installs and maintains street signs, barricades, street marking and temporary signage
- Performs minor construction and repair to various buildings and facilities; repairs plumbing fixtures, replaces electrical fixtures and light switches, flooring, roofing, ceiling tiles, etc.
- Participates in renovation and new construction of buildings including installation of sheet rock, floor coverings, fire stops, installing plumbing and electrical fixtures.
- Perform daily inspections of town restrooms and facilities for cleanliness, hazards and security.
- Sweeps, mops, and dusts assigned areas; changes light bulbs and fixtures; washes windows.

Skills, and Abilities
- Considerable knowledge of trade skills in electrical, plumbing, carpentry, masonry, and related skills.
- Considerable knowledge of the properties and use of asphalt, concrete, and related construction materials.
- Knowledge of traffic laws and skills related to the operation of heavy construction equipment in and around traffic.
- Knowledge of safety precautions applicable to the duties of the class.
- Ability to identify cleaning needs and resolve with appropriate methods and supplies.
- Ability to understand and follow instructions.
- Ability to use tablet to maintain simple records of work activities.
- Ability to operate heavy construction machinery, equipment, hand and power tools.
- Ability to maintain effective working relationships with other employees.
Physical Requirements
Must be able to physically perform the basic life operational functions of climbing, balancing, stooping, kneeling, crouching, crawling, reaching, standing, walking, pushing, pulling, lifting, feeling, talking, hearing, and repetitive motions.
Must be able to perform medium work exerting up to 50 pounds of force occasionally and/or up to 20 pounds of force frequently and/or up to 10 pounds of force constantly to move objects.
Must possess the visual acuity to operate mobile equipment, hand tools, power tools and chain saws in a safe manner.
Education and Experience
Graduation from high school and considerable experience in public works maintenance of streets, buildings, facilities, restrooms, beach showers and related structures, including some heavy equipment operation experience; or an equivalent combination of education and experience.
Special Requirement
Possession of a valid North Carolina driver's license.
$37,772 - $55,903 DOE
Possible 5% increase after 6 month probation period
