TOWN OF YAMPA
POSITION TITLE: Water & Sewer Operator
DEPARTMENT: Public Works
REPORTS TO: Town Administrator/Clerk or Designee FLSA STATUS: Non-Exempt
SUPERVISORY RESPONSIBILITIES: None
SUMMARY OF POSITION: Operate, maintain and repair Town of Yampa’s water plants, tanks, distribution systems, collection systems, water meter systems and all other aspects of operation to comply with Environmental Protection Agency (EPA) and Colorado Department of Public Health & Environment (CDPHE) standards and ensure community satisfaction. This may also include the need to work in other service areas as assigned by the operator in charge and the Town Administrator/Clerk to meet more pressing needs elsewhere in Yampa.
Must have the ability to assist nights and on weekends as needed to provide water repairs, water quality testing, and rotating on-call status for system checks that ensure property systems operations and regulatory compliance on a 24-hour basis. Must be able to respond within 40 minutes when on-call in the event of an emergency.
Must be willing to perform all repairs as well as maintenance and cleaning of the Town’s equipment, vehicles, buildings as well as other structures and devices. Will perform a variety of skilled, semi-skilled and labor tasks associated with mechanics, construction, maintenance and laborer related activities. Will assist other departments as assigned or directed.
ESSENTIAL DUTIES/RESPONSIBILITIES
The following statements are illustrative of the essential functions of the job and do not include other nonessential or peripheral duties that may be required. The Town of Yampa retains the right to modify or change the essential and additional functions of the job at any time.
· Check operation of water and sewer systems and take responsibility for same in coordination with operator in charge.
· Mix chemicals and log readings daily and when it is your weekend or you are on call.
· Assist with water quality testing and ensure regulatory compliance with EPA and CDPHE standards.
· Operate, monitor and maintain water system to ensure safe water for consumers.
· Respond to inquiries from federal and state agencies related to water and wastewater systems in coordination with operator in charge.
· Clean, repair and maintain distribution system including main lines, valves, curb stops, fire hydrants, storage tanks and meters.
· Clean, repair and maintain collection system including main lines, manholes, clean-outs, treatment facilities and ponds.
· Check equipment for proper operation.
· Repair and maintain equipment as needed.
· Identify, repair and maintain equipment to assure safety of users and operations.
· Clean, calibrate and maintain online and bench instruments used for compliance recording and documentation.
· Troubleshoot and repair system controls.
· Establish a preventative maintenance program.
· Maintain the general administration of the water and sewer systems.
· Rotate 24/7 coverage.
· Must have good computer skills.
· Must have good organizational skills.
ADDITIONAL DUTIES
· Assist other departments as needed. Perform other duties as assigned.
· Maintain buildings.
· Install, maintain and read water meters.
· Coordinate with consultants and others for improvement and construction projects.
· Check and order inventory of all parts and chemicals needed.
· Assist with service, inquiries and complaint calls.
· Attend on-going education and training units for certification renewals and maintenance.
· Periodic lab-related work.
· Maintains inventory of parts for service line installation. Tap mains and inspect installations of new or replaced service lines. Locate and record locations of all service line curb stops.
· Assist with technical review of land use and building permit applications.
· Coordinate with Town Administrator/Clerk to develop and implement annual budget.
· Must be able to work efficiently and independently often with little or no oversight.
· Must work well with others.

REPORTING RELATIONSHIPS
Direction is provided by the operator in charge and the Town Administrator/Clerk.
KNOWLEDGE, SKILLS, ABILITIES
· Ability to conduct all necessary water quality compliance testing or the aptitude to learn chemical and microbiological analyses on drinking and wastewater, and coordinate quality sampling and analysis.
· Ability to learn, if not skilled, in equipment operation and upkeep, water and wastewater plant operations, safety procedures, building maintenance and cleaning.
· Ability to operate and maintain a variety of sophisticated analytical instruments; prepare accurate and thorough water quality reports; develop and validate and certify new analytical methods of water analysis.
· Ability to pass Department of Transportation physical, as may be required.
· Literacy skills including the ability to read and understand operational manuals.
· Mechanical ability and aptitude.
· Construction experience a plus.
· Ability to avoid and possibly defuse volatile situations.
· Ability to work without supervision or in cooperation with a team.
· Do heavy and manual labor including safe lifting and carrying practices.
· Good decision and problem-solving skills.
· Knowledge or related current and pending Town, State and Federal rules and regulations.
· Knowledge of water quality laboratory operations.
· Experience as heavy equipment operator preferred.
· Electrical, plumbing and welding experience preferred.
EDUCATION, TRAINING, EXPERIENCE
· High school diploma or GED equivalent.
· This position requires a minimum of a Class D Colorado Water Operators license, a Level 1 Colorado Water Distribution license and a Colorado Wastewater Collection Level 1 license. Having these licenses in advance of employment is preferred but is not required. The Town will allow the employee some on-the-job training and some study time to pass the necessary tests within one (1) year or a reasonable period of time as determined by the Town Administrator/Clerk with input from the operator in charge.
· Some chemistry knowledge is preferred but not required.
· Possession of a valid Colorado driver’s license.
· A Colorado CDL is preferred but not required.
WORK ENVIRONMENT:
· Outside work in all different weather conditions including extreme cold and extreme heat.
· Exposure to unpleasant sights and smells.
· Noise levels that may cause distraction or hearing loss (hearing protection provided).
· Working environment may include exposure to dangerous and toxic substances; necessary precautions must be taken to protect eyes, nose and skin from irritation and infection; vibrations that may cause strains on the body; proximity to hazards including moving, mechanical parts, exposure to electrical shock.
· All activities must be completed in a safe and efficient manner to eliminate possibility of contamination and infection to self or others.
· Work is strenuous and will require lifting, pulling and managing equipment and objects.
· Problems may result in increased stress to complete tasks in a limited time.
· Working Saturdays, Sundays, holidays and unusual hours.
PHSYICAL AND OTHER REQUIREMENTS:
· Frequently lift 25 lbs and occasionally lift and or moves up to 100 lbs.
· Climbing up ladders, stairs, scaffolding, ramps, poles, etc.
· Balancing, stooping, crouching, kneeling, crawling, reaching, grasping and similar activities.
· Must possess good close, distance, and peripheral vision.
· Mental abilities must include alertness, precision, ingenuity, problem solving, analytical ability, spatial perception, persuasiveness, memory, creativity, concentration, judgment, reasoning, imagination and cooperation, among others.
