This position is responsible for operation and lead of the treatment plant laboratory and is a big part in the monitoring of changing plant conditions due to inclement weather. The manager also carries out plant operations duties.

- The manager must have a working knowledge in all aspects and principles of lab analysis including trouble shooting techniques.
- Will record and report results for use by plant management and for State reporting purposes.
- Monitor all samplers, lab equipment, and external DO meters looking for any abnormalities, trends, problems, patterns that need correcting or further action.
- Must have good inter-personal skills and communication.
- Performs all force main locates for the Department.

MANAGEMENT REQUIREMENTS
Responsible for the cleanliness and organization of the lab. Planning and ordering all lab chemicals and supplies and keeping everything up to date.
- Directs lab technician to perform the duties necessary to assist the manager in all laboratory and process control testing.
- Order all chemicals for treatment process including sodium hypochlorite, ferrous chloride, and sodium thiosulfate ensuring that the WWTP does not run out.
- Adjusts plant processes to meet weekly and monthly limits.
- Directly responsible for the DMRQA samples. Making sure the department receives the packet in the spring and order test samples from the Third-party lab (ERA). Fills out all appropriate forms and follows the calendar closely meeting all deadlines. Prepares the Final sheets for signature of the Superintendent to the state DMRQA Coordinator completing the yearly task.
- Responsible for training the lab assistant as well as how to use locating equipment for the lab assistant and others.
Qualifications
This position requires a demonstrated technical knowledge of basic principles of chemical, physical, and bacteriological examination of wastewater and its byproducts. It requires knowledge of standard laboratory procedures and equipment, and sufficient reading and writing skills to follow prescribed testing methods and maintain records.
A minimum of a high school diploma, or equivalent, is required, plus a minimum of three years of experience in municipal wastewater testing and analysis. Courses in chemistry and bacteriology are highly desirable. A class II operator’s license is also required along with a valid driver’s license with a good driving record.
OSHA 10 Certification within one year of hire, updated every five years after.
Environmental Conditions and Safety Concerns
Incumbent performs a majority of duties outdoors and in a vehicle, and is frequently exposed to, normal hazards associate with maintaining rights-of-way, such as machinery, traffic, noise, grease, dirt, dust, vehicle fumes. blood borne pathogens and other infectious materials, extreme temperatures and inclement weather. Safety precautions must be follows at all times to avoid injury to self and others.
Working Conditions
The nature of the work in the Wastewater Department requires personnel to be available on an emergency basis and to work extended hours as required. Other situations of a non-emergency nature may require activity beyond the normal workday. Will be included in the rotation of weekends and holidays and will be required to work extra days to fulfill the 5-day lab requirements of the EPA and IDEM. Must be able to work extra holidays and or weekends to perform extra lab when overflowing EQ and for 5 days of sampling as per the permit. There is a biohazard associated with working with living organisms (bacteria) and all proper PPE are required to perform the job safely. In public, while performing locates, must be able handle self professionally and represent the department and the Town in a highly professional manner.
Physical Requirements
The manager must have the physical ability to walk and climb in all areas of the treatments plant and perform the operator's duties. Must be abel to occasionally lift 55 lb bags of sodium thiosulfate properly. Must be able to be outside in all different weather conditions and perform the job safely.
