JOB SUMMARY

The Funds Manager reports to the Program Director and is responsible for managing and overseeing the trust funds for residents in a male community reentry program (MCRP), specifically for individuals being released from confinement settings. The role involves maintaining accurate financial records, ensuring compliance with regulations, and directly assisting residents in managing their financial stability and savings goals.

ESSENTIAL JOB RESPONSIBILITIES

  1. Collect resident paychecks, record amounts, and issue receipts to residents for accurate documentation.
  2. Manage and disburse release funds according to PC 2713.1 and CCR, Title 15 Section 3072.2, ensuring MCRP participants exiting confinement settings receive funds to assist with necessary expenses.
  3. Collect restitution from resident wages for those with outstanding restitution obligations, and submit monthly payments to CDCR. Include administrative fees and provide an itemized statement detailing the restitution amounts collected from each resident.
  4. Maintain accurate, up-to-date accounting of all funds and restitution information, using accounting software and the Automated Reentry Management System (ARMS).
  5. Manage MCRP Participants’ trust fund accounts, ensuring that 75% of their net income is saved.
  6. Distribute funds from resident trust accounts every two weeks for purchasing necessities and other requested items. Ensure all purchases are verified by collecting and reviewing receipts.
  7. Build and maintain financial files and charts for each resident to track saving and financial transactions.
  8. Perform timely bank reconciliations using QuickBooks to ensure financial accuracy and accountability.
  9. Collaborate with external stakeholders including the California Department of Corrections and Rehabilitation (CDCR) and banking institutions.
  10. Assist residents in developing savings plans and achieving their financial goals.
  11. Be on-site at the assigned location during regularly scheduled work hours.

ESSENTIAL JOB REQUIREMENTS

  1. High school diploma or GED (Associate’s or Bachelor’s degree in accounting or related field preferred).
  2. Minimum of two years’ experience in fund management, bookkeeping, or accounting.
  3. Proficiency in accounting software (QuickBooks preferred) and familiarity with financial systems.
  4. Strong organizational and communication skills, with attention to detail in financial record-keeping.
  5. Ability to interact directly with residents, providing financial reports and supporting in a compassionate and professional manner.
  6. Intermediate computer skills in Microsoft Word, Excel, Outlook and PowerPoint, Office 365, Teams, Zoom and other communication/meeting platforms.
  7. Possess a valid driver’s license and have access to a dependable means of transportation that is properly insured and operated in accordance with all laws. Agency insurer authorization is required. 
  8. Ability to pass a criminal background check.
  9. Ability to pass a pre-employment physical, drug screen, general physical, and TB test.

  • Pay Range: Class 123 ($19.71 – $25.94/hour)
