POSITION SUMMARY

This position is responsible for design and installation for control systems, the operational interface, OITs, PLCs, HMI's and field instrumentation sensing systems at all TRA sites. This position controls access to programmable logic controllers (PLCs) networks as well as coordination with integrators on numerous construction projects. The individual will also monitor the network, enforce security measures, analyzing system requirements, writing and installing custom programmable logic code, test system efficiency, provide operational support and manage version control for all devices connected to the process control system. This position exercises considerable latitude in using judgment and establishing vision within the organization.

ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Evaluate and recommend process control enhancements, prepare documentation and training programs for TRA as it relates to SCADA and ICS network.

2. Assess software and hardware needs and recommend equipment purchases necessary to maintain up-to-date process control information systems. Coordinate and support all software related functions including vendor interface.

3. Liaison with other Authority departments, Northern Region staff, and engineers, coordinating meetings and ensuring that plant staff input is timely, and technically based. Maintains records and written correspondence between Trinity River Authority and consulting firms.

4. Works with IT, Engineering, and operations personnel to provide Automation / Controls programming. Interface and serve as support lead with production operators, maintenance, management, and engineering groups to achieve the best possible solutions to process control problems. Implements new technology to maximize plant efficiency.

5. Participates in the development and review of plans and specifications for SCADA Control for Process and Telemetry Systems. Assist with designs and evaluations of processes and equipment as they relate to process automation. Participates in the development and implementation of special assignments relating to operation and maintenance activities of the automated process control systems which may include the direction of activities.

6. Coordinates design, implementation, control strategy modification, PID tuning, and training on the use of the process control system. This includes the development and review of control narratives, control loop diagrams, HMI database, and HMI displays both internally and with consultants and integrators. Testing and validation of systems applications and upgrades to include antivirus, GE iFIX, Cimplicity and Historian.

7. Develop and maintain standards used to configure the process control systems including Human Machine Interface (HMI), Programmable Logic Controllers (PLCs), Historical Data and reports, system hardware, and network.

8. Troubleshoot SCADA system problems, troubleshoot IP network issues, radio / cellular telecommunication issues, and determine materials and supplies required for repair. Lead troubleshooting teams consisting of vendors, electrical engineers, control system programmers, and information system programmers to deliver integrated automation solutions.

9. Maintain expert knowledge of company applications and automated systems as well as the integrity of the data in the systems.

10. Supervise staff in group and manage all project activities within the department, providing technical direction and guidance.

11. Essential personnel are required to report to work if requested during departmental and / or emergency situations including, but not limited to, extended periods of inclement weather when travel may be difficult. This position provides essential services which may require physical presence at Authority locations.

SUPERVISORY RESPONSIBILITIES

Regularly has full personnel management responsibilities including approving time, selection, discipline, grievances and formal performance evaluations for direct reports.

FINANCIAL RESPONSIBILITY

Assists in budget preparation

QUALIFICATIONS

EDUCATION

BS or BA in Engineering, Computer Science, Information Systems

EXPERIENCE

5-7 years of IT experience, with 4 of those as an Industrial Programmer

CERTIFICATES, LICENSES, REGISTRATIONS

  • CompTIA Security or approved equivalent (Required)
  • Valid Texas Drivers License (Required)
  • Advanced certifications related to programming, industrial controls, and software development preferred.

KNOWLEDGE

Knowledge of computer information systems, hardware, software, network and email systems. Specific knowledge of systems administration and management principles. Knowledge of the operation and maintenance of industrial control system networks and protocols.

SKILLS AND ABILITIES

Must have good interpersonal communication and organizational skills. Excellent verbal and written communication skills. Ability to prioritize, organize, analyze and solve problems. Ability to manage multiple projects. Ability to work harmoniously with supervisors, peers, subordinates, contract personnel, and vendors.

GUIDANCE RECEIVED

Follows general supervisory instructions, as well as policies and precedents open to judgment in some areas and more specific guidelines, policies and procedures in others. Based on knowledge of policies, precedents and procedures, may regularly assist others with standard work methods and problems.

WORKING CONDITIONS

Duties are generally carried out in an office environment, however, some field work is required and will include abnormal hours.

Highly complex electronic equipment to include personal computers, network servers, switches, routers and various other hardware and software related devices.
