What are the responsibilities and job description for the Director of Operations – Fiscal Management Services (FMS) position at TRAC Therapy Research Autism Center?
Position Summary:
The Director of Operations will oversee all day-to-day operational functions of our FMS programs across multiple regions and lead strategic initiatives for growth, new contracts, and expansion. This senior leadership role requires a deep understanding of service delivery in government-funded programs, regulatory compliance, contracting processes, and operational efficiency.
Key Responsibilities:
Operational Leadership
- Oversee and manage FMS operations including payroll processing, invoicing, compliance, client services, and provider management.
- Implement systems and processes to ensure timely, accurate, and compliant service delivery.
- Supervise department leads and establish key performance indicators (KPIs) to drive accountability and continuous improvement.
Growth & Expansion
- Lead the execution of growth strategies, including entry into new markets and expansion within existing contracts.
- Identify and evaluate partnership opportunities, funding prospects, and state agency RFPs.
- Collaborate with executive leadership to design scalable service models to support growth without compromising quality.
Contracting & Business Development
- Lead contract development, negotiations, and renewals with government agencies and regional centers.
- Ensure contracts meet operational capabilities and align with regulatory requirements and internal capacity.
- Maintain and cultivate relationships with contracting authorities, partners, and key stakeholders.
Compliance & Risk Management
- Ensure full compliance with all federal, state, and program-specific guidelines including Medicaid waiver rules.
- Oversee risk management procedures, including data privacy, employment law, and financial accountability.
Technology and Systems Oversight
- Partner with IT and vendor teams to ensure the platform, EVV systems, and other tech tools align with operational needs.
- Identify opportunities for automation and system improvements.
Team Development
- Build a high-performing operations team; support training, development, and succession planning.
- Foster a collaborative, client-centered culture that values integrity, innovation, and service.
Qualifications:
- Bachelor's degree required; Master’s degree in Business Administration, Public Administration, or related field preferred.
- Minimum of 7 years of leadership experience in operations, preferably within human services, healthcare, or FMS-related services.
- Proven experience leading contracting efforts with state or local government agencies.
- Strong understanding of payroll, Medicaid-funded services, and regulatory compliance.
- Exceptional organizational, communication, and problem-solving skills.
- Ability to manage competing priorities in a fast-paced environment.
- Familiarity with Self-Determination or Self-Directed Service programs is a strong plus.
