Training Technologies and Support, Inc. (TTS) is seeking an experienced Program Manager to oversee key research, assessments, and product development initiatives aimed at enhancing leadership and leader development within the Department of Defense (DoD). In this role, you will guide a multidisciplinary team delivering behavioral and statistical research projects, ensuring excellence in project execution and compliance with industry standards. The ideal candidate will possess strong leadership, organizational, and communication skills and have a proven track record in successfully managing programs of a scientific nature.
Key Responsibilities:
- Provide daily leadership and direction to cross functional teams, ensuring all objectives are met on time and within budget
- Coordinate labor and resources equivalent to at least three man-years of scientific effort
- Establish performance goals and metrics, track and report progress to senior stakeholders
- Develop and maintain detailed project plans, outlining scope, milestones, and deliverables for leadership studies and other research activities
- Oversee the implementation of surveys, literature reviews, data analyses, and experimental designs, ensuring compliance with standards for quality and rigor
- Ensure alignment of project outputs with objectives and requirements set forth by the U.S. Army’s designated action agent for Leader Development and Leadership
- Ensure all work and products meet or exceed typical industry standards for psychological research and professional practice (SIOP Principles, AERA Standards)
- Maintain compliance with federal and Army regulations regarding the protection of human subjects, including applicable ethical guidelines (32 CFR Part 219, 45 CFR Part 46, DODI 3216.02, AR 70-25)
- Oversee the application of standard statistical techniques and professional writing/publication formats (GPO, APA) to produce clear, actionable reports
- Serve as the primary liaison between the research teams, the client, and any subcontractors, effectively managing expectations and communicating project status
- Present findings, progress updates, and project impacts to both technical and non-technical audiences, including senior military leadership
- Identify and implement opportunities to refine research methodologies, increase efficiency, and drive innovation in leadership and leader development studies
- Facilitate knowledge management, knowledge sharing, and best practices across the team and broader organization
Minimum Qualifications:
- At least 2 years of experience in program management for projects involving labor equivalent to at least three man-years of scientific effort
- Demonstrated success in coordinating scientific or R&D-focused projects, including resource allocation, scheduling, and performance tracking
- Familiarity with behavioral and social science research methods, including surveys, experimental and quasi-experimental design, data analysis, and ethics in human subject research
- Strong leadership and communication skills, with the ability to align multidisciplinary teams toward common goals
- Proficiency in standard project management tools and methodologies (e.g., PMP, Agile, or similar frameworks)
- Understanding of (or ability to learn) federal and Army regulations for human subject protection, including Collaborative Institutional Training Initiative (CITI) certification requirements
- Working knowledge of professional standards for reporting, including U.S. Government Publishing Office (GPO) and American Psychological Association (APA) guidelines
Preferred Qualifications:
- Military Experience: Background working with military populations or on DoD-related projects is a plus
- Advanced Education: Graduate degree in Behavioral Science, Industrial/Organizational Psychology, Project Management, or related disciplines
- Professional Certification: PMP (Project Management Professional) or other recognized project management certifications
