This is a 4 week part time consulting opportunity for a former Chief of Police/Sheriff or Senior Law Enforcement Agent/Officer. Veterans are encouraged to apply.
Description
The Consultant will review and assess the Client’s Police Department’s: organizational structure, operations, service delivery policies, practices, processes and levels of staffing. The expectation is that the recommendations provided will improve the Police Department’s operational practices and result in increased efficiencies, as the Client works to meet current and future service demands.
Responsibilities
The Consultant Will:
- Assess and provide a written management report focused on the efficient and effective operation of the client's Police Department within 30 days.
- Conduct interviews with all available Client’s employees to assess their perspectives on leadership, department culture, morale, and operational efficiency.
- Engage with Client’s leadership team members to gather insights into the community's expectations and concerns regarding the Police Department.
- Evaluate whether the current department structure is optimal for operational needs; is structurally aligned for effectiveness, efficiency and retention; and is having an impact on frontline staffing.
- Conduct a survey of all Police Department employees.
- Conduct in-person interviews onsite (Client agrees to provide appropriate locations and times for these interviews and meetings).
- Follow the recommended schedule, to include:
WEEK 2: Administer the survey
WEEK 3: In-person interviews
WEEK 4: Prepare and submit a written report of findings.
- Ensure the integrity of assessment.
- Sign a confidentiality agreement specifying that there will be no disclosure of any aspect of the ongoing review/assessment the information reviewed, or any final report.
- Consent in writing to provide all information required for a formal criminal background examination to be conducted by the Client prior to commencing any work
- Provide a Present report to the Client in a public or closed session as appropriate.
- A minimum of seven (7) to ten (10) years of progressively responsible roles in safety and /or law enforcement including substantial leadership and management experience in an organized labor environment.
- Demonstrated proficiency in applying best practices of safety/security in an urban environment.
- Experience in a leading law enforcement role.
- Must have successfully completed a federal, state, county, municipal police, Law Enforcement Academy or comparable police training course that included instruction in police department procedures and methods, and local law and regulations.
- Must have been in an armed law enforcement role.
- Must possess (and maintain) a valid driver's license with reliable transportation throughout the course of the project.
- Must be legally authorized to work in the United States without the need for employer sponsorship, now or at any time in the future.
- Position requires an individual who is able to work for 4 weeks onsite including interviewing staff members of the Police Department.
- A Bachelor's Degree is required. Master's preferred in a discipline appropriate to the role (equivalent training and experience may be considered for exceptional candidates).
- Current or previous certificate from the Virginia Department of Criminal Justice Services (DCJS).
- Veterans Preference: Applicants claiming veterans preference must submit official proof (DD214) at the time of application.
Background Investigation: Independent Consulting with TMDA is contingent upon a satisfactory background investigation. The determination of a "satisfactory background investigation" is made at the sole discretion of the hiring team.
Travel Requirements
This position will involve no travel but required to be onsite during Client's business hours through the duration of the project. Possibility of a hybrid work schedule.
