Responsibilities:
Client is seeking a Analyst, Computer Systems.
The IT Business Analyst assists the Project Management Office primarily with business requirements gathering, crafting project scope statements, and documentation in accordance with the Agile project methodology. In addition, the IT Business Analyst will also assist the Project Management Office in the development, implementation and monitoring of MITDP project throughout the agency to ensure that project activities meet stakeholder defined requirements. The incumbent in this position will gather business requirements, recommend new standards, methods of operation, and technologies to the Director of Projects / Project Manager to improve how the agency accomplishes its Online portal project mission.
The IT Business Analyst will be responsible for performing needs assessments, identifying problems or solutions, assessing the current state of the organization, recommending actions to address business needs, creating requirements documents and assembling business cases. The BA will work closely with multiple Administrations (Air, Land, Water), and OIMT staff to define business requirements, track delivery status, monitor project schedules, and validate service provider invoices. This role encompasses review and validate business/functional/technical requirements, project management, and program management responsibilities.
Duties and Responsibilities:
Collaborate with stakeholders, including business users, IT teams, and management, to
gather and document detailed business and functional requirements.
Conduct interviews, workshops, and surveys to understand business needs and processes.
Analyze current business processes and workflows to identify areas for improvement or
automation.
Develop process models, flowcharts, and diagrams to represent business processes
visually.
Translate business requirements into technical specifications for IT teams.
Create detailed documentation, including Business Requirement Documents (BRDs),
Functional Specification Documents (FSDs), and Use Cases.
Work with architects and developers to design IT solutions that meet business needs.
Act as a liaison between business stakeholders and IT teams, ensuring clear
communication and understanding of requirements.
Present findings, solutions, and project updates to stakeholders.
Support project management activities, including defining project scope, timelines, and
deliverables.
Assist in resource planning and risk management for IT projects.
Develop test plans and test cases to ensure that the IT solution meets business
requirements.
Coordinate and participate in User Acceptance Testing (UAT) with business users.
Identify and document defects, and work with developers to resolve issues.
Assist in the implementation of IT solutions by coordinating training sessions, creating
user manuals, and providing support to end-users.
Manage change requests and ensure that changes are properly documented and
communicated.
Analyze data to identify trends, generate insights, and support decision-making.
Create reports, dashboards, and visualizations to present data in a meaningful way.
Continuously evaluate business processes and IT systems to identify opportunities for
improvement.
Stay updated with the latest industry trends, tools, and technologies.
Ensure that IT solutions comply with relevant regulations, standards, and policies.
Identify and mitigate potential risks associated with IT projects.

Qualifications:
Education and Years of Experience: Bachelor's degree with 3 years of experience in Business Assurance.
Certification in one of the following Analyst, Computer Systems (Junior), Quality Assurance,
Quality Analyst, Project Management, Information Technology
Required and Desired Skills/Certifications:
At least (3) years BA IT experience in working with Maryland State agencies. (i.e., designing,
developing, testing, implementing and maintaining)
Exposure to tools like JIRA, TFS, DevOps, Confluence, or Trello for managing requirements and
tasks.
Technical business analyst experiences managing several projects simultaneously. Understanding of
how databases work and basic querying skills, Webservices or API works and basic.
Familiar with data analysis tools like SQL, Excel (advanced functions), or basic visualization tools
(e.g., Power BI, Tableau).
Proficiency in using Excel for data analysis, Word for documentation, and PowerPoint for
presentations.
Familiarity with Agile methodologies through training or certification, such as
Certified Scrum Master (CSM).
Experience in managing and execution of multiple related operational requests /
projects simultaneously.
Experience working in a matrixed environment.
Additional Requirements:
Experience in Service Now is a plus.
Knowledge of State Government policies and practices.
Knowledge of Payment Portal implementation with FMIS Integration.
Start Date is not immediate
(Remote is permitted, three (3) days per week, with Wednesday as a Mandatory in-office day.)
