Job Summary
The Transit Analyst supports Lextran’s service planning, scheduling, performance reporting, and data analysis functions. The work includes the use of both quantitative and qualitative approaches to support transit planning projects, business intelligence, data collection, and research. The Transit Analyst is expected to organize data to help monitor existing service and recommend future service.
Lextran is seeking a Transit Analyst to assist with the development and planning of the transit network, data management and analytics, GIS mapping and other related planning activities.
Essential Job Functions
Performance Monitoring, Data Analysis, and System Improvement Planning (25%)
- Conducts transit service analyses, including on-time performance, ridership, forecasts, and so forth; makes recommendations for improvements to service through scheduling, vehicle routing, development of bus stops and related amenities.
- Compiles, researches, and analyzes data from internal and external sources to identify trends, develop findings, and support recommendations.
- Translates data into compelling text and visual formats—including charts, tables, graphs, maps, and infographics—for use in reports and presentations; uses tools such as Excel, ArcGIS, or other analysis software.
Planning and Grant Funding Development (25%)
- Supports the production of Lextran’s short- and long-range transit plans, grant applications, and other internal strategic plans as needed; including production of data and materials used for outreach.
- Develops population projections, maps and financial forecasts for Lextran’s plans and analyzes environmental and societal impacts.
- Conducts data analysis and project impact analysis for grant funding to study or implement transportation projects.
- Assist in analysis, development, exploration and implementation of long-term expansion opportunities (e.g. Bus Rapid Transit (BRT), Microtransit services).
Reporting and Regulatory Compliance (25%)
- Supports the agency’s process for analyzing transit service and performance measurement, including service standards, key performance indicators (KPIs), schedule evaluations and recommendations, and long-term system planning for monthly and annual performance reports to the Lextran Board of Directors.
- Supports planning and project reports in accordance with federal and state transportation planning regulations (e.g. National Transit Database reporting)
- Monitors, analyzes, and accurately maintains Lextran’s Automated Passenger Counting (APC) reporting systems.
Inter-Governmental Liaison (20%)
- Represents Lextran at regular and as-needed meetings with local partner agencies, including Lexington-Fayette Urban County Government, Lexington Area Metropolitan Planning Organization, Kentucky Transportation Cabinet, and Bluegrass Area Development District.
- Supports production of planning efforts conducted by partnering agencies.
- Stays up to date on local ordinances, regulations, and industry trends.
Miscellaneous (5%)
- Assists with monitoring, analyzing, and reporting on regional developments pertaining to population, employment, retail, housing, medical and commercial-industrial activities impacting transit.
- Identifies and participates in training and professional development opportunities.
- Performs other duties as assigned.

Education and Experience Requirements
- Bachelor’s degree in urban planning, mathematics, geography, public administration, or a closely related field; master’s degree preferred.
- Two (2) to four (4) years of experience in transit service planning and scheduling, or an equivalent combination of education and experience sufficient to perform the essential duties.
- Documented ability to develop clear, well-organized reports, presentations, and data summaries tailored to diverse audiences.
- Advanced proficiency in Microsoft Excel and strong working knowledge of Microsoft Office 365 required.
- Experience with data visualization and mapping tools such as Tableau, Power BI, and/or ArcGIS Pro is preferred but not required.
- Familiarity with SQL or Python is a plus, but not required.
Physical Requirements Essential to Perform the Duties of the Job

- Occasionally drives motor vehicle for site visits.
- Occasionally exposed to outside elements when conducting site visits.
- Occasionally lifts objects weighing up to fifteen (15) pounds when moving supplies.
- May be required to stoop, bend, or kneel.
