Position Summary :
TMHA is a dynamic and responsive nonprofit agency with 300 employees and a $25 million budget. TMHA has consistently remained flexible and creative in navigating the ever-changing landscape of California mental health services. As a key member of the organization, the Operations Manager will report to the Deputy Director and will have day-to-day responsibility for planning, implementing, and managing operations of the agency in conjunction with Division Directors who oversee programs at TMHA. The job includes direct responsibility for leased property, fleet management and coverage, insurance coverage, risk management, operational strategic planning, Information Technology (IT), contract tracking and compliance, including key dates and deadlines, outcomes targets, and other requirements. The Operations Manager will oversee and implement best-practice nonprofit operations using a trauma informed approach. The Operations Manager upholds TMHA’s mission and promotes a wellness and recovery, trauma-informed philosophy in execution of all duties performed.
Responsibilities and Duties :
1. Oversee aspects of the operational functions of the organization in collaboration with the Administrative Team. Specific areas include but are not limited to : property leases, vehicle management and coverage, liability insurance coverage, risk management, operational strategic planning, information technology (IT), contract tracking and compliance, including key dates and deadlines, outcomes targets, and other requirements
2. Supervise front office staff at High Street headquarters. This will include working in-person and physically available as back-up to front office staff and day-to-day office operations oversight
3. Oversee risk management for agency. This includes updating the TMHA Risk Management Policy, participating in the insurance renewal process and identifying areas of risk, working with the Administrative Team to remedy areas of risk when feasible. Assist in managing insurance relationships and ensure adequate insurance coverage.
4. Coordinate leases for TMHA’s leased properties.
5. Establish and maintain strong relationships with the Administrative Team in order to identify needs and seek a full range of input on the best solutions.
6. Mandate that effective internal controls are in place to ensure compliance with applicable federal, state and local regulatory laws for financial and reporting where crossover exists.
7. Report to the Deputy Director, and attend administrative, management, staff, board, and other meetings as appropriate. Work on budget oversight and management of operational areas. Prepare or oversee the preparation of reports and forecasts for the board of directors.
8. Participates in the development and implementation of the TMHA Strategic Plan with goals and strategies for execution of the plan.
9. Promote, encourage and maintain trauma-informed practices in all services and activities. Practice and promote, both individually and in team meetings, TMHA’s Collaborative Communication Guidelines in order to facilitate clear, empathetic and person-centered communication.
10. Attend administrative team meetings as needed; meet regularly with the Deputy Director and other Directors as needed.
11. In the event of an emergency or crisis, the Operations Manager will work with the Administrative Team to participate in the Crisis Support Response Protocol.
12. Monitor contract dashboards for outcomes targets and adherence to contract requirements. Develop and monitor the reporting requirements for organizations or oversight bodies requiring financial or operational data from TMHA such as the State of California, County Governments, Housing and Urban Development (HUD), accreditation groups such as CARF and others with whom TMHA has an oversight or contractual relationship.
13. Perform all other related job duties as assigned by the Deputy Director.

Requirements : Minimum Requirements
Bachelor’s Degree; and 1-year operations experience or similar work responsibility; and two years of management experience, including staff supervision. Nonprofit experience preferred. Demonstrated strong computer skills including Microsoft Office, accounting and general ledger software, and integrated human resources payroll software. TMHA uses Paylocity payroll software, Sage Intacct and RAMP accounting software. Experience creating policies and procedures. Ability to manage government contracts strongly preferred; ability to plan, organize, and supervise comprehensive contract monitoring process. Strong presentation skills. Must be able to present updates and reports to Board of Directors as well as Division Directors, Program Managers and program staff. Strong interpersonal skills, collaborative work style and strong oral, written, and communication skills. Well defined organizational and time management skills. Ability to work independently and flexibly. Ability to handle intense situations, display good judgment and decision-making skills, and remain calm and clearheaded under pressure. Able to work effectively with a variety of people and personality types regardless of age, ethnicity, race, religion, sexual orientation, gender identity / expression or socio-economic level. Ability to work well within a team and maintain a professional, respectful attitude in the workplace. Ability to work with supervisor oversight and direction. Attendance is an essential function of this job that requires face-to-face interaction with clients and / or other employees. Must use reasonable precaution in the performance of one’s duties and adhere to all applicable safety rules and practices while acting in such a manner as to assure at all times, maximum safety to one’s self, fellow employees, clients, and other persons contacted through TMHA business. Conditions of employment include : Must be at least 18 years of age; possess a valid CA Driver’s License, at least 2 years driving experience, and DMV driving record that meets TMHA’s current vehicle insurance requirements. May be required to utilize personal reliable vehicle and auto insurance. Must comply with a TB assessment (possibly a TB test if needed to confirm a negative tuberculosis result) and receipt of a criminal record clearance through fingerprinting. Must be able to successfully complete First Aid and CPR training.
