The duties that the incumbent of the vacancy will be expected to perform. Duties Description This position is in the Emergency Transportation Operations and Security Programs Bureau. This Section is responsible for ensuring the State is prepared for, ready to respond to, and recover from all cyber and transportation related hazards. Duties of this position include, but are not limited to, the following functions: • Work with ETO and Security Bureau Director to develop framework for the Bureau’s infrastructure security function.• Lead for researching grants and funding opportunities for ETO and Cyber Security Programs.• Lead ETO MAP update initiative• Coordinate with DOT CISO to document necessary MAPS for DOT’s Cyber Security Program.• Act as Incident Commander for DOT activations. This includes being available after hours, including weekends, to assist and coordinate the Department’s Emergency Response.• Act as ESF 1 Facilitator for DHSES led EOC activations.• Participate in training exercises with Federal, State, and local partners and assist ETO Training Coordinator in delivering training as needed.• Develop/Update plans, procedures and manuals for use by agency staff and local government• Participate on Community of Practice Teams as needed• Represent the Department on various committees/working groups with partner agencies

The minimum qualifications required for this vacancy. Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the minimum qualifications for this position. The qualifications are: Promotional: One year of permanent competitive service or 55-b/55-c service as: Either A. a Disaster Preparedness Program Representative 2;Or B. an Agency Emergency Management Coordinator, DHSES Logistics Specialist, DHSES Logistics Supervisor, DHSES Program Administrator 1, DHSES Program Administrator 2, Homeland Security Program Analyst 1, Homeland Security Program Analyst 2.Open Competitive: Either 1. seven years of emergency management experience as listed below;*Or 2. a specialized associate's degree as listed below** AND five years of emergency management experience as listed below;*Or 3. a specialized bachelor's degree or higher as listed below;** AND three years of emergency management experience as listed below;*Or 4. a specialized master's degree as listed below;** AND two years of emergency management experience as listed below.**Qualifying experience: For the purposes of this examination qualifying Emergency management experience must include one or more of the following areas: 1. Coordination and implementation of emergency management and disaster preparedness programs.2. Preparation or modification of disaster plans.3. Preparation, modification, presentation of disaster educational training and/or exercises.4. Gather and analyze information to produce briefings or reports or to make timely and effective incident response decisions.5. Represent an agency or organization in an Emergency Operations Center or leadership position on the Incident Command System.6. Manage or supervise logistics operations during a major emergency or disaster by overseeing the distribution or staging of equipment and supplies.**Specialized Degree Areas: Atmospheric Science, Business Continuity, Business Organizational Security Management, Criminal Intelligence Analysis, Criminal Investigations, Criminal Justice, Crisis, Critical Infrastructure, Cyber Security, Digital Forensics, Disaster or Emergency Management, Disaster Resilience, Disaster Science, Emergency Preparedness, Emergency or Public Safety Services, Emergency and/or Risk Management, Fire and Emergency Services, Geography, Homeland Security, Informatics, Meteorology, National Security, Political Science, Public Administration, Security Studies, System Safety and Security, or Urban or Regional Planning.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
