The duties that the incumbent of the vacancy will be expected to perform. Duties Description Duties may include, but are not limited to: Work with design to help identify, topography, wetlands, stream classifications, soils, endangered species, invasive plant species, historical sites and other items which may impact during the project construction.Perform In-depth review of erosion and sediment control plans from advanced detail plans to award of the project.Work with design to make sure all required permits are acquired prior to the project award. This includes developing a project specific permit book for each project containing all pertinent documentation to start the project and all reports required throughout the project.Attend Pre-construction meetings with the contractor to highlight to the contractor all pertinent issues that need attention prior to, during, and at the completion of the project.Assist with the weekly inspection requirements for the 35 to 40 ongoing SPDES projects. This requires field inspecting and filing a SPDES report at least once a week and/or after each 01:5-half inch of rain at a site.Work closely with the Project EIC and QC/QA staff to ensure that the sediment and pollution control measures are constructed appropriately.Provide appropriate suggestions and innovative ideas when appropriate.Work with the Project EIC and QC/QA staff to ensure that all stream diversions are appropriate, well planned and carried out as per the drawings submitted by the contractor.Prepare project level correspondence and reports for coordination with involved regulatory agencies, securing all necessary concurrences and permits.Review and comment on all Engineering Instructions/Bulletins and any regional Special Specifications that involve or pertain to environmental issues.Help coordinate hazardous waste on project that involves lead paint removal, underground tanks, and asbestos. Inspect Class A and Class B containments for DOT painting projects. Ensure hazardous chemicals and hazardous waste is marked and stored correctly. Make sure all hazardous waste manifests are correct and process all tax billings for these projects.The duties of this position may require occasional travel. You will be required to possess a valid license to operate a motor vehicle in New York State or otherwise demonstrate your ability to meet the transportation needs of the job.Responsibilities may include serving a role within the Incident Command System to support the department's response to regional and statewide emergency situations.

This must also include preparation of technical analyses on environmental impact matters, providing consultation on environmental impact laws, rules, and regulations or conducting office evaluations and field investigations related to environmental regulatory programs.If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications at your interview.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State.
