The duties that the incumbent of the vacancy will be expected to perform. Duties Description Under the direction of a supervisor and/or manager, perform environmental related duties in the Rail Projects Group in support for scoping and design of rail infrastructure project delivery of the Group’s various capital program rail projects. Duties include, but are not limited to: • Perform data gathering, research, analysis, report writing and reviews of consultant products for environmental resources such as wetlands, streams, endangered species, cultural, historic, and archaeological resources, etc. that may be affected by proposed rail projects. • Make recommendations to higher levels of management regarding environmental resources. • Assist with analysis of environmental aspects of rail projects, including air/noise, hazardous waste and contaminated materials, asbestos, endangered species, ecology, energy, and environmental justice. • Conduct all environmental procedural requirements for advancing and expediting environmental studies/analyses associated with state or federal Environmental Impact Statements (EISs), Environmental Assessments (EAs), and other environmental documents associated with the New York State Department of Transportation (the Department) regional projects. • Assist with preparation and tracking of National Environmental Policy Act (NEPA) categorical exclusion determinations • Write reports pertaining to the environmental process, including documenting National Environmental Policy Act (NEPA) and State Environmental Quality Review Act (SEQRA) compliance. • Assist with the environmental review and preparation of competitive discretionary grant application documents submitted to the FRA, FTA and FHWA. • Participate on special project assignments and/or priority projects. • Participate in project meetings with Department staff, consultants, host railroads, and environmental regulatory and advisory agencies. • Write reports; make recommendations; ensure compliance with NEPA and SEQRA determinations, develop policy and procedures for a variety of environmental issues; provide technical expertise on environmental matters to other staff; and coordinate with other federal, state and local agencies to obtain environmental permits and approvals. • Perform GIS data collection to identify and evaluate environmental resources present on proposed rail projects.• Prepare project level correspondence and reports for coordination with involved project stakeholders, including State and Federal regulatory agencies, local municipalities, and host railroads. • Assist with the preparation of environmental permit applications and other approvals

Minimum Qualifications Minimum Qualifications: This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open competitive minimum qualifications for this position. This must also include preparation of technical analyses on environmental impact matters, providing consultation on environmental impact laws, rules, and regulations or conducting office evaluations and field investigations related to environmental regulatory programs.If chosen, you may, at the agency's discretion, be appointed to a higher level. You must inform the agency of any additional qualifications at your interview.Candidates may also be qualified for permanent competitive appointment if reachable from the appropriate Civil Service eligible list or eligible for reassignment or transfer in accordance with Civil Service Law.

Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply. At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.
