The position is located in the District Department of Transportation (DDOT), Infrastructure Project Management Administration (IPMA). The Division is responsible for transportation activities related to transportation project development, transportation systems planning environment planning, review, and compliance and supporting DDOT. The incumbent is responsible for coordinating the Right-of-Way (ROW) and realty issues related to infrastructure projects undertaken by DDOT which includes performing technical work associated with right-of-way activities for negotiation and acquisition of right-of-way for road construction and improvement of roads and utility projects.

Duties and Responsibilities

Oversees right-of-way cost estimates, fair market value appraisals, appraisal reviews, written legal descriptions, title searches, acquisition documents preparation, negotiations, relocation assistance, and ROW cortication per Federal Highway Administration (FHWA) regulations in coordination with federal, state, and local agencies regulations and procedures. Research, negotiate, and elect to purchase short and long-term leases of land agreements and right of way for construction that meet the organizations’ department’s goals.

Prepares complex and detailed appraisal reports, outlining the valuations of land and improvements to be acquired, severed, or leased; performs fieldwork to appraise real property; searches legal property records and sales data to determine rights of ownership to parcels of land, dedications of real property, description and size of parcels, and information from which to appraise it valuations. Provides reviews and ROW certification of DDOT constructions projects; writes legal descriptions (s) of right of ways and draws scaled plats for filing of deeds; reviews right of way and construction plans for accuracy and conformity to District Department of Transportation (DDOT) standards.

Qualifications and Education

Specialized Experience:

Specialized experience is experience that equips the applicant with the knowledge, skills, and abilities to successfully perform the duties of the position, and that is typically in or related to the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Preferred Experience:

A minimum of 5 years of specialized experience in real estate, property management, and/or right-of-way management. This experience should demonstrate a solid understanding of real estate/ROW acquisition processes, legal aspects, and project coordination. Strong analytical skills, excellent communication abilities, and proficiency in managing complex projects and negotiations are essential for success in this role. A certification or training in real estate and right-of-way management is preferred.

A degree in Business, Real Estate, Management, Communication, Urban Planning, and/or a related field from an accredited college or university, preferred.

Licenses and Certifications

The incumbent of this position must possess and maintain a valid driver’s license.

Working Environment

Work is performed both in an office environment and in the field. May be exposed to various weather conditions when driving or conducting fieldwork. While working in the field the incumbent is subject to a variety of terrain.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.
