This position reports directly to the Deputy Mayor for Operations and Infrastructure (DMOI), within the Executive Office of the Mayor. The District Department of Transportation (DDOT), the Department of Public Works (DPW), the Department of Motor Vehicles (DMV), and the Department of For-Hire Vehicles (DFHV), all report to DMOI and as such, the Vision Zero Director provides these agencies strategic direction to achieve safety outcomes, in addition to the Metropolitan Police Department (MPD) and other Vision Zero agencies. DMOI oversees the Vision Zero Office and the State Highway Safety Office, which work in close partnership.

The incumbent serves as an expert safety advisor with a focus on preventing traffic fatalities and major injuries for all transportation modes in the District, by implementing the Safe System approach in partnership with government and public stakeholders. The successful candidate will be responsible for District-wide execution of the Vision Zero initiative, including but not limited to, developing the next long-range strategic plan and performance metrics. The Vision Zero mission is to eliminate all traffic-related fatalities and serious injuries.

Duties and Responsibilities

The incumbent is instrumental in ensuring the District’s implementation of the Vision Zero mission throughout all segments of the Safe System approach. Convening Vision Zero agencies to identify barriers to success, prioritizing solutions, and proposing meaningful reforms to Executive Leadership. Communicating the performance of the initiative with the Mayor, City Administrator, Deputy Mayors and Mayor’s Office of Racial Equity, Informing the District’s efforts with international and national best practices from cities pursuing Vision Zero. Oversees and manages the work of Vision Zero staff involved in policy creation, safety planning, as well as external outreach and education campaigns as it relates to the mission of Vision Zero. Provides supervision for subordinate staff. Responsible for recruitment and retention, direction, and oversight of staff work, performance management, staff development and training, and any necessary disciplinary action, as applicable. Develops and maintains relationships, coordination, and lines of communication with other District agencies, Advisory Neighborhood Councils (ANCs), DC Council offices, Federal departments, other stakeholders, advocacy groups and agencies at the local, regional and national levels as it relates to the Vision Zero initiative. Participates and/or leads complex studies, special projects, and comprehensive evaluations for the Deputy Mayor to use in decision making and to effectively direct agency activities as it relates to the Vision Zero initiative.

Reports Vision Zero data to the Deputy Mayor and Mayor’s Office of Budget and Performance Management . Ensures that data reporting on the Vision Zero performance standards is timely and accurate. Conducts internal audits, as necessary, to ensure that sufficient processes are in place to guarantee the accuracy of the data being reported. Represents the Deputy Mayor, as delegated, in meetings with top-level officials of other agencies in the District government, the Federal government, private organizations and civic groups. Monitors legislative and advocacy efforts and recommends programmatic strategies in response. Incumbent is instrumental in assessing DDOT's current integration of Vision Zero mission into all practices including planning, policy making and external affairs.

Develops and updates short- and long-range strategic plans for Vision Zero as conditions and crash trends emerge or change. Develops and promotes the mission of Vision Zero internally and externally to ensure that all agencies and constituencies are receiving consistent information on the mission, values and goals of the program. Demonstrated expertise in multi-modal safety in an urban environment. Safety advocacy and outreach experience is preferred. Mastery of communications skills with experience establishing and maintaining relationships with stakeholders at the national and local level. Expert knowledge of and skill in planning and implementation of strategic plans with an outreach component. Thorough knowledge and skill in developing written materials that enhance public understanding of complex policy recommendations and their related benefits. Demonstrated experience in providing leadership in a supervisory capacity. Proficiency in change management within policy/initiative leadership.

Incumbent is required to perform work after normal duty hours, attend community meetings, and may be required to be on standby duty status, 24 hours a day, seven days a week.

Qualifications and Education

Undergraduate and Graduate Education: Major study - accounting, business administration, business or commercial law, commerce, economics, engineering, finance, industrial management, statistics, traffic management, transportation, motor mechanics, public administration, hazardous materials management, or other fields related to the position.

Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Work Experience (Preferred): Bachelor’s degree and a minimum of five years of progressively responsible work experience in transportation safety policy or advocacy. A minimum of 10 years work experience.

Licenses and Certifications

The incumbent must possess and maintain a valid driver’s permit to operate motor vehicles.

Work Environment

The work is performed in the normal office setting.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not a part of a collective bargaining unit.

Position Designation: This position has been designated as security sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.

Emergency Designation: This position has been designated as an essential employee position under the provisions of District Personnel Manual, Chapter 12. As such, your services may be required in emergency situations to perform crucial duties, i.e., snow removal, debris removal, transportation, shelter operations, food distribution, and communication. These duties may be performed when the government is closed or when most employees are dismissed early.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.
