About the Unit
This Analyst III position works in the Colorado Department of Transportation’s (CDOT’s) Chief Engineer Data Program & Project Analysis unit. The unit exists to collaboratively foster the increasing use of technological application / support principles and methodologies as a means to improve engineering practices in transportation. The unit’s goal is to ensure efficient and cross functional technology methods and architecture to obtain complete and accurate data that can be used to facilitate all areas of engineering : specialty, design, pre-construction, construction, materials and project management. The unit provides a high level of engineering system support determining business requirements and rules governing differential access according to department and customer needs. In doing so, it provides application strategic direction, needs analysis, software product direction for selection and implementation, process enhancement, and system operational guidance for supported solutions for all transportation regions across CDOT.
About the Position
The Systems Analyst supports the unit’s engineering systems. This position will serve as a fully operational analyst for specialty, design, preconstruction and construction systems that provide application services, data analysis and system evaluation for software solutions : SAP Project Support (PS), Consultant OnBoarding (Consultant Access Portal, One Identity), AASHTOWare Project, ProjectWise, ATSER and PMWeb. This position serves in compiling, analyzing, and interpreting a vast amount of complex engineering system data collected and utilized by Data Program & Project Analysis unit. This position clarifies methods to both end users within and outside of CDOT with respect to data system concepts, where there are unfamiliar / new applications beyond current methods. The Analyst will be responsible for determining the system support processes and designing system support operations for use in Quality Assurance / Quality Control activities and configuration management for resolving data validation and collection issues. Patterns of system support will need to be customized for each solution supported. This position is responsible for generating complex data analysis to determine data entry issues which will require adaptations of processes, dissemination of new processes and recommended system configurations for better results. The position analyzes services and trends, facilitates user requests and responses, and collaborates with the Office of Information Technology (OIT) for areas of access control and / or system issue resolution. The Systems Analyst will perform guidance activities to associated technical assistant contractors as a specialist in system support.
Your duties and responsibilities will include, but are not limited to, the following :
Data Analysis / System Support
- Develops, evaluates, and maintains systems and methods for collecting, processing, summarizing, analyzing, storing, archiving, retrieving, configuring, if applicable and reporting data for engineering systems supported following the guidance set forth by the Chief Engineer and associated procedural directives.
- Independently investigates data quality problems to determine cause; evaluates options and develops and implements solutions that meet standards and criteria. Designs studies to validate such decisions and identifies methods to improve data quality using the results of the studies.
- Performs ad hoc data analysis for supported engineering systems and CDOT regions in respect to the data collection requirements or reporting requirements that need to be met as determined by work processes.
- Collaborates with CDOT regions across the state for data collection issues and determines patterns of inaccurate / error of data collection.

Minimum Qualifications
Experience Only :
At least six years of experience in a field closely related to the Major Job Duties, which included at least 2 years of professional experience integrating business needs and processes with software functionality, providing software support and performing software testing. This experience must include troubleshooting end use computer issues.
Education and Experience : A combination of relevant education and experience equal to at least six years. Education from an accredited college or university with coursework in information technology, computer engineering, computer science, computer information systems, information science, data science, or another field of study related to the duties of this position will be considered.
Professional experience integrating business needs and processes with software functionality, providing software support and performing software testing will be considered. This experience must include troubleshooting end use computer issues.
