The Transit Authority of River City (TARC) Seeks an Experienced Leader to Serve as Director of Transportation

The Director of Transportation is a dynamic and strategic leader responsible for planning, organizing, managing and providing direction and oversight for all functions and activities of TARC’s transportation.

In this role, the Director provides direct responsibility for mobility operations, including all service delivery models, except for paratransit services, ensuring TARC services meet the highest standards possible in customer service, efficiency, and effectiveness. This position will support a safety and customer service culture through programs, procedures, and other related work to achieve TARC’s mission and strategic outcomes. The position is responsible for meeting or exceeding all TARC policies and procedures with strict adherence to all local, state and federal regulations; and performing related duties as assigned with supervisory responsibilities for the Assistant Director of Transportation, Transportation Office Coordinator, Operations Manager and Dispatch Manager. 

Key Responsibilities

Operational Leadership:

  • Directs and manages mobility operations, control center, supervision, special services, emergency services, and other day-to-day operations.
  • Manages and participates in the development and administration of the department’s annual budget; directs the forecast of additional funds needed for staffing, equipment, materials, and supplies; directs the monitoring of and approves expenditures; directs and implements adjustments as necessary.
  • Monitors development in legislation related to training and development matters and evaluates their impact on TARC operations; recommends and implements policy and procedural improvements to meet legislative obligations.
  • As needed, participates in assigned TARC Board of Directors subcommittee meetings and makes presentations to the Board.

Collaboration & Resource Management:

  • Manages and organizes necessary activities, programs, and objectives to meet and evaluate department goals, including the safety and on-time performance of mobility operations.
  • Attends and participates in professional group meetings; stays abreast of new trends and innovations training; research emerging products and enhancements and their applicability to TARC’s needs.

Union & Employee Relations:

  • Represents management in union grievances and conducts appropriate level grievance actions of transportation employees.

Data & Performance Management:

  • Reviews statistical operational data to analyze and improve the efficiency of mobility operations.
  • Provides supervisory responsibilities by monitoring department workload for efficiency, conducting annual reviews of staff performance, finding opportunities for and conducting training, addressing staff questions and concerns, developing individual goals and objectives for staff members, and interviewing and hiring staff.

Dispatch & Scheduling Oversight:

·      Oversees the operation of special services, special programs, and special events through the direction and scheduling of staff.

·      Oversees and directs the run dispatching function to control manpower absenteeism and operating costs; analyzes daily and monthly reports related to road calls and assignments.

·      Analyzes future personnel needs and develops short and long-term plans to meet those needs; allocates manpower needs and selects appropriate personnel for those manpower needs.

Quality and Safety Assurance:

  • Establishes and implements procedures and work methods for the department and employees and continuously monitors and evaluates the efficiency and effectiveness of service delivery and fare-collection methods and procedures.
  • Participates in safety and accident investigations, including vehicle, property, and on-the-job injuries.
  • Reviews and analyzes daily and monthly reports concerning safety and training issues.

Performs other job-related duties as requested.  May be required to attend meetings outside of regular working hours.  This position requires a pre-employment screening.

This position requires a proactive, solutions-oriented leader with exceptional interpersonal skills and a deep commitment to public transit excellence. The Director will play a pivotal role in shaping the future of transportation at TARC.

Salary Range: $110,000 - $130,000 annually (Grade 22), depending on experience. This position is classified under TARC’s compensation structure, and salary placement within the range will be based on qualifications and experience. 

Knowledge, Skills and Abilities:

  •     Organizational and management practices as applied to the analysis and evaluation of transportation programs, policies, and operational needs.
  • Advanced principles and practices of personnel management including supervision, training, and performance evaluation.
  • Sources of federal, state, and local funding used for organization programs, funding practices of federal, state, and local grant agencies.
  • Advanced principles and practices of budget preparation and administration.
  • Business and management principles involved in strategic planning, resource allocation, leadership technique, and coordination of resources.
  • Principles and techniques for working with groups and fostering effective team interaction to ensure teamwork is conducted smoothly.
  • The structure and content of the English language including the meaning and spelling of words, rules of composition, and grammar.
  • Computers and software programs (e.g., Microsoft software packages) to conduct research, assess information, and/or prepare documentation. 
  • Provide administrative, management, professional leadership, and direction for the assigned department.
  • Develop, implement, and administer goals, objectives, and procedures for providing effective and efficient transportation programs.
  • Select and supervise staff; develop and direct people as they work by providing training to ensure tasks are performed effectively; oversee and evaluate performance in an objective and positive manner.
  • Prepare and administer large and complex budgets; allocate limited resources in a cost-effective manner.
  • Handle confidential and sensitive information.
  • Multi-task in a fast-paced environment and work independently as well as collaboratively.
  • Analyze problems, identify alternative solutions, project consequences of proposed actions, and implement recommendations in support of organization goals.
  • Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax.
  • Establish and maintain cooperative working relationships with those contacted during business, including employees, the Board of Directors, government entities, contractors, the community, and the general public.
  • Effectively use computer systems, applications, and modern business equipment to perform a variety of work tasks.
  • Strong leadership, administrative, organizational, and interpersonal communication skills.  Must be able to work comfortably with a diverse population and provide counseling to employees.

Requirements:

  • EDUCATION:  Bachelor’s degree from an accredited four-year college or university with major coursework in transportation or a closely related field; and
  • EXPERIENCE:  Seven (7) years of professional-level experience in the operation of a transit system, including three (3) years of management experience in transportation.
  • Possession of, or ability to obtain, a valid Kentucky or Indiana Driver’s License by the time of appointment and a satisfactory driving record.
