The Finance/Accounts Payable Specialist plays a crucial role in the County Finance Department, ensuring the accuracy and efficiency of financial operations. This position involves performing specialized technical accounting tasks, including purchasing, general ledger maintenance, and billing. The specialist is responsible for applying established fiscal procedures and principles to maintain compliance and support the financial health of the County. Additionally, the role includes identifying opportunities for process improvements to enhance overall efficiency and effectiveness in financial management.
Essential Functions
- Handles inquiries and public contacts for information in assigned functional area.
- Processes forms, records, and related papers in payroll, purchasing, general ledger, or billing functions.
- Maintains records, reports, and files in assigned accounting or related fiscal area.
- Contacts departments, employees, vendors, or reimbursement agencies about problem areas.
- Checks accuracy of data and information prior to inputting into system.
- Reconciles bank accounts, balances funds and monies, and performs other technical accounting tasks.
- Inputs data and information regarding assigned accounting function into the automated systems.
- Works with the auditor on questions and documents concerning the payroll, general ledger, or purchasing.
- Maintains vehicle spreadsheet of all current vehicles, and enters into Fixed Assets, new purchases and deletions.
- Updates yearly insurance schedule for vehicles.
- Maintains confidentiality of records, reports, and information.
- Serves as a liaison to departments, employees, and other agencies on assigned fiscal function.
- Cross train in other positions of the Finance department to serve as backup to other staff.
- Performs other related duties as assigned.
Knowledge, Skills and Abilities
- Knowledge of accounting and related practices and principles and their relationship to the total accounting system requirements.
- Knowledge of laws, rules, regulations, policies and practices to follow in the duties assigned.
- Ability to understand and apply policies and regulations to the maintenance of financial and accounting records and reports.
- Ability to use calculating, adding machines and automated equipment for the maintenance of accounting, fiscal, and related records.
- Ability to make arithmetic computations accurately and with reasonable speed.
- Ability to establish and maintain effective working relationships with department heads, vendors, employees and the general public.
- Ability to communicate effectively in oral and written forms.
- Ability to use judgement and discretion in handling accounting and other fiscal matters.
Minimum Education and Experience:
- Associate’s degree from an accredited college or university and one (1) year of related experience, or equivalent combination of education and experience
- Munis / Tyler Tech experience preferred.
Required Licenses or Certifications:
- May require a Notary Public designation depending on departmental requirements. Driver's License valid in the State of North Carolina.
PHYSICAL DEMANDS

WORK ENVIRONMENT
Work has no exposure to environmental conditions; work is generally in a moderately noisy location (e.g. business office, light traffic).
