Summary of Position
Under general supervision, performs duties essential to operating and maintaining water distribution and wastewater collection systems, including making water and sewer taps, installing and replacing water meters, repairing water and sewer leaks, and performing preventive and corrective maintenance on water and sewer lines. Reads, records, installs, repairs, and maintains water meters.
Organizational Relationships
1. Reports to the Distribution Supervisor, Wastewater Operations Supervisor, or Water Operations Supervisor as assigned.

3. Other: Has contact with other employees and with the general public.
Essential Duties and Responsibilities
- Work with an assigned crew performing strenuous, manual labor to repair or replace water, wastewater, and mains.
- Make water and sewer taps required for new services.
- Install and replaces water meters.
- Utilize heavy equipment to make repairs to water and sewer leaks, including digging holes and trenches, using proper safety equipment, and placing necessary shoring.
- Perform preventive and corrective maintenance on water and sewer lines, including unclogging lines using hydro jets, routers, and hand rods, exercising and/or replacing valves, entering confined spaces, and testing for low water pressure.
- Locate water and sewer lines.
- Perform leak site dress-ups by pouring sandy loam over the affected area and performing concrete work upon leak maintenance or tap installation completion.
- Install new water mains and service lines, and sets meters for new customers.
- Read and maintains various flow meters, water interconnects, meters/gauges at lift stations, and other electrical meters.
- Investigate high-level alarms at lift stations as required.
- Perform chlorine residual tests on the distribution system.
- Raise low manhole covers, meter boxes, and valve boxes up to grade.
- Maintain adequate supplies and haul materials to work sites.
- Ensure District vehicle is in proper working condition and maintains clean and organized work areas
- Complete required work orders.
- Utilizing a hand-held meter reading device, read and record meter readings.
- Perform connections and disconnects.
- Test water pressure when necessary.
- Install, repair, and/or replace meters, boxes, valves, and regulators.
- Correct situations that prevent meter reading such as clearing brush, cleaning meters, digging out boxes, etc.
- Conduct reread of meters as required.
- Prepare work orders.
- Contact customers when problems arise or when water/wastewater service is interrupted.
- Assist with flushing fire hydrants.
- Must be able to lift at least 50 lbs.
- The position requires on-call duty to respond in emergency situations.

Qualifications
Required Knowledge, Skills, and Abilities:
- Basic first aid procedures.
- Read, understand, and follow written and verbal instructions
- Safe operating procedures of all equipment used.
- Knowledge of installing, repairing, and maintaining water and sewer lines including associated valves and pumps.
- Operate backhoe, dump truck, pump truck, hydro jet, and various handheld tools.
- Apply safety standards to prevent hazards.
- Make simple mathematical computations.
- Establish and maintain effective working relationships with co-workers.
- Microsoft Office and tablet device.
- Effectively interact with the public in stressful situations.
- Endure extreme heat/cold in outdoor working conditions.
Acceptable Experience and Training
High School Diploma or GED required, or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.
Certificates and Licenses Required:
- Valid state driver’s license and driving record may be checked.
- CDL license is a requirement or one must be able to obtain a license within 1 year.
- Must possess or have the ability to obtain a Texas Commission on Environmental Quality (TCEQ) Class “D” Water/Wastewater Certificate of Competency within one (1) year of appointment (As appropriate)
