Job Description
The Program Manager plays an integral role on the Senior Management Team providing operational support to the Executive Management Team. In addition, as the leader serving in the Program Manager role in support of the White Sands Missile Range (WSMR) - Test Engineering and Analysis Services (TEAS) - contract, the key to success is in delivering effective and safe services. This role spearheads experienced leadership and contract management in a test and evaluation environment. The exceptional focus on customer needs and service and contractor responsiveness are mission critical in this role.
The Program Manager organizes, plans, schedules, and controls all support and engineering work. The Program Manager shall be a responsible company official with authority to obligate the company regarding contractual and financial matters. The Program Manager is the primary liaison with the Government and must have a technical and administrative grasp of all contractual requirements. The Program Manager supervises all Contractor personnel engaged on this contract and is responsible for the day-to-day operations including cost control, planning, reporting and project schedules. The Program Manager shall manage all resources to implement work requirements to their timely and successful completion.
Duties and Responsibilities
The Program Manager will have full authority to act on his behalf on all contract matters that relate to the daily operations of the contractServes as the single point of contact for all functional, technical, and contract related servicesServes as the primary liaison with designated CORs and ACORs and shall have a technical and administrative grasp of all contractual requirementsPlans, conducts, oversees, and is responsible for all work performed under this contractIs a responsible company official with authority to obligate the company with regard to contractual and financial matters and shall have the authority to act or make decisions on behalf of TRAXServes as primary on-site company point of contact for TRAX, with authority to fully execute contract modifications, subcontracts agreements, and any purchase ordersAssess test plans in terms of resource and workload allocations, resolve conflicts, updating milestone schedules, and ensuring adequate and timely test support is availableAssess projected workloads, compare to available resources in terms of numbers and available skills, and confer with TRAX WSMR personnel on issues and need to supplement resourcesMonitor contract deliverables to ensure all contract and test requirements are met or exceeded in accordance with Government guidance and regulatory requirementsEstablish, approve, and ensure compliance with all WSMR, ATEC and Army policies and proceduresCoordinate with, and serve as a technical interface with the WSMR customer (Test Officers and Test Teams) in technical meetings and conduct program analysis to provide timely and responsive test supportMeet regularly with primary Government contacts, KO and CORsPWS duties will drive all daily operations, activities and decision makingHas authority to fully execute contract modifications, subcontracts agreements, and any purchase orders; subcontractsEstablishes performance standards for contract managers and leadersServes as primary point of contact for internal and external audit agenciesPerforms other job-related duties as assignedQualifications
Required Skills and Qualifications
Bachelor'sdegree in Engineering (Mechanical, Electrical, Industrial, Chemical, Nuclear, Aeronautical, or Network) and / or Business from an accredited college or universityFive (5) years of demonstrated engineering and management experience on contracts OR projects with organizational responsibilities of a similarly complex nature and financial scopeWork experience AND demonstrated leadership responsibilities on at least two large projects or programs utilizing mechanical, computer, electrical and electronics engineering disciplinesExperience reviewing and approving the work of project managers, engineers, support staff and contract administrative personnelOne year of experience, demonstrated knowledge of, or education in the DOD acquisition process specifically related to the test career fieldExcellent interpersonal and communication skills with documented supervisory experienceWell-organized, results-oriented, energetic, team player with proven decision-making abilityHighly developed analytical, critical thinking and problem-solving skillsSkills and knowledge of the Microsoft Office products and SharePointMust be able to support occasional travel (25% or less) as required CONUS / OCONUSExperience in the testing and / or development of DoD systems is highly desirablePhysical Demands and Working Conditions
