***Position Pending Contract Award*** The Program Manager (PM) shall be overall responsible for the performance of the work. The PM shall be available during DPG normal duty hour/duty day except federal holidays or when the government facility is closed per installation commander. If an alternate PM is designated by the Contractor to serve as the PM when the PM is absent, the name of this person shall be designated in writing to the COR office. The PM or alternate shall have full authority to act for the Contractor on all contract matters relating to daily operation of this contract. Duties and Responsibilities* Serves as primary company point of contact for TRAX International on the WDTC contract. * Management of program activities including ultimate responsibility for all operations, personnel, budgetary, and contract administration functions. * Establishes performance standards for contract managers and leaders; establishes minimum acceptable qualifications of engineering professionals and Subject Matter Experts. * Prepares administrative and technical reports relative to contract requirements in adequate detail to ensure contractual compliance. * Provides strategic oversight of major system development and instrumentation modernization efforts. * Serves as primary point of contact for internal and external audit agencies. * Serves as primary point of contact for resolution of non-routine personnel issues. * Performs other job-related duties as assigned. * Manages relationships with vendors and subcontract teaming partners. * Establishes and monitors specific objectives and strategies for negotiation of all Collective Bargaining Agreements. * Represents TRAX International as a senior executive with local and state organizations such as economic development and academic councils. * Provides leadership and support for the organization's ongoing operations and procedures. * Provides options and enhancements to CEO to maintain the efficiency of the business. * Secures the functionality of the business to drive extensive and sustainable growth. * Participates in key decisions as a member of the executive management team. * Maintains in-depth relations with all members of the management team. * Performs any other duties necessary to ensure the successful performance of the contract. |

| Qualifications | ||||||||||
Required Skills and Qualifications Physical Demands and Working Conditions* At a minimum, Master's degree, MBA or MS in science/engineering from an accredited university. * At least 10-years of management experience to include 5-years of direct DOD contracts program management experience in chemical/biological defense programs or equivalent. * Must have a Top-Secret security clearance. * Must have experience in marketing, identifying customer requirements, developing cost-effective solutions, leading proposal efforts, preparing cost estimates, planning, and executing multiple projects. * Must be experienced in the development and management of work breakdown structures and earned value management measurements. * Must have demonstrated ability in monitoring, reporting, and presenting overall project cost, schedule, and performance to the customer. * Must be proficient in using Microsoft (MS) Project or similar project management software. * The work of this position is performed in an environmentally controlled office environment and sometimes in the field where you are subject to the environment. * Must be capable of sitting and entering data on a computer keyboard for extended periods of time. * Must be able to view computer monitor for extended periods of time. * Must be able to lift 25 pounds unassisted. * Must be able to wear appropriate Personal Protective Equipment (PPE) for work tasks assigned. * Reasonable accommodation can be made to enable people with disabilities to perform the duties and responsibilities. Terms of Employment & Eligibility Requirements * Must be a U.S. Citizen. * Must possess a high school diploma or equivalent. * Must possess a valid driver's license, without special restrictions. * Must pass a pre-employment drug screening and physical and periodic retests. * Must have successful completion of a pre-employment medical examination. * Must be able to successfully complete a background check. * Must possess or be able to obtain a Top Secret security clearance prior to employment and maintain security clearance for the duration of employment.
