Overview
TRC has an immediate need for an experienced Senior Program Manager to support our Environmental, Construction & Remediation (ECR) Practice in New England with a focus on, but not limited to, Massachusetts. The successful candidate will focus on the execution, and contribute to the further development, of public and private redevelopment projects (including, but not limited to Brownfields) and other state/local/municipal clients/projects throughout New England, including the Massachusetts Department of Environmental Protection (MassDEP), Massachusetts Division of Capital Aset Management (DCAMM), and the Massachusetts Port Authority (MassPort).
The Senior Program Manager will interface with Office and Regional Practice Leaders in Massachusetts and New England, TRC's Brownfields and Public Sector project teams and clients and will lead project teams in cost-effective delivery of environmental assessment, remediation, and compliance projects. Experience with EPA grants, and programs funded by existing MassDEP, DCAMM, Massport and other contracting mechanisms is critical. The candidate will have the opportunity to identify and grow additional client markets and services, supported by technical, client development, seller/doer, and management staff. The Senior Program Manager will report to the ECR Massachusetts Area Leader.
Responsibilities
- Grow TRC's state client base and identify and develop new business opportunities with MassDEP, DCAMM, and Massport, as well as local and municipal clients.
- Collaborate with TRC's Senior Brownfields Program Manager to further TRC growth and success with Brownfields clientele and identify and develop new business opportunities.
- Lead teams to develop responsive, high-quality proposals, ensuring compliance with bid documents.
- Lead teams in the profitable delivery of environmental assessment, remediation, and compliance projects while ensuring project budget, scope and schedule are managed successfully, executing projects with high quality and high client satisfaction.
- Ensure TRC's safety and quality procedures are implemented at project and task levels.
- Mentor and develop technical junior staff in the fields of geology and environmental science, as well as successful client/project management techniques and practices.
- Prepare / review technical Massachusetts Contingency Plan(MCP), EPA and other regulatory submittals, and ensuring that relevant Subject Matter Experts (SMEs) are engaged and involved (e.g., human health and ecological risk assessment, hydrogeology, etc).
- Work with other project managers on other strategic pursuits, including proposal development and participation in client meetings for other opportunities aligned with the applicant's skill sets.
- Coordinate with TRC's market-facing program teams on engagement with marketplace trade organizations.
- Engage with internal networking opportunities at TRC, such as, but not restricted to, the Center of Research & Expertise (CORE) organization to promote professional growth within TRC.
- Evince and espouse a 'One TRC' philosophy, viewing inter and cross-practice collaborations as opportunities.
- Support TRC's Emergency Response program as a periodic/scheduled Client/Spill Coordinator providing direction to TRC field responders and interfacing with the client and regulatory agencies in the event of a reportable condition (and seeking counsel from TRC Licensed Site Professionals to advance release incidents to closure).
Qualifications
- 20 years of demonstrated project-management experience delivering environmental assessment and remediation Brownfields/state/local/municipal client projects leading technical teams to deliver within project scope, level of quality, schedule, and budget.
- Strong communications skills both written and oral.
- Must interface well with and develop a rapport and positive relationship with our clients and employees to foster organic growth and TRC esprit de corps.
- P.G. / LSP / P.E. certifications are preferred but not required.
- B.S. in Engineering, Geology, or Environmental Sciences
- 40-hour HAZWOPER certification and 8-hour refresher current
- 30-hour OSHA Construction Safety training a plus

Compensation: In accordance with local law, the below salary range is applicable for the job and location associated with this requisition. Compensation will vary based upon experience, education, skill level, geographical location, and other compensable factors.
Other Compensation: Employee may be eligible for participation in the Company's annual Discretionary Bonus Program which is contingent on Company, Business Segment, and Individual performance against Key Performance Indicators which vary by year and employee.
