Summary
The U.S. Department of the Treasury's Financial Crimes Enforcement Network (FinCEN) is the primary administrator of the Bank Secrecy Act (BSA). FinCEN's mission is to safeguard the financial system from illicit use, counter money laundering and the financing of terrorism, and promote national security through the strategic use of financial authorities and collection, analysis, and dissemination of financial intelligence.

Duties
The incumbent serves as the Deputy Associate Director (DAD), Chief Technology Officer (CTO) for the Technology Division (TD) of the Financial Crimes Enforcement Network (FinCEN). The DAD CTO reports directly to FinCEN's Chief Information Officer (CIO), serves as the chief technical advisor for the Technology Division, and is responsible for the creation and oversight of subordinate offices providing enterprise strategy and technical direction within the Technology Division. The DAD CTO also serves as the Deputy CIO, partnering with the CIO in determining the technical and management vision and approach to accomplish FinCEN's long term information technology (IT) objectives, and then leading the TD organization in its accomplishment of FinCEN's technology goals.
FinCEN is responsible for an extremely complex information technology program which enables the collection, storage, analysis, dissemination, and protection of Bank Secrecy Act (BSA) information. The incumbent plays an essential role in interacting with the most senior law enforcement, regulatory and international partners and stakeholders and leading the organization's application of technical expertise to the business environment to ensure FinCEN's success in delivering and operating an innovative, effective, and secure BSA IT environment.
The DAD CTO is responsible for oversight of the Enterprise Architecture activities to include enterprise planning activities that set the overall organization's IT vision and direction, adopts standards, facilitates compliance with these standards, and guides the continual enhancement of mission performance through the modernization of IT systems.
Leads the development of strategic plans for obtaining the IT functionality to support FinCEN's mission and regular operational needs. Obtains input from FinCEN management officials about additional functionality that may be required for projected program initiatives. Works with IT managers to develop alternatives for obtaining the capacity for such initiatives. Participates significantly in the capital planning and investment control process and in support of FinCEN's Investment Review Board. Provides significant input into budget development. Oversees the conduct of cost-benefit analyses.
Oversees establishment of IT development, test, and release methodologies, conducts cost / benefit analyses to validate the need for new technology, recommends contractual efforts, and participates in the selection and oversight of contractual services and acquisitions.
Assesses the need for additional information technology guidance or policies for assigned functional responsibilities. Determines the means for effectively communicating, implementing, and reviewing the observance of such policies and guidelines. This also entails policies and procedures that impact the myriad of users of FinCEN's data and / or resources.
Provides strategic vision to focus technology staff on the increased application of current and emerging data science methods, tools, and techniques to detect illicit activities in BSA data; more quickly support and adapt to the changing analytic requirements of our stakeholders; and further apply analysis methods to IT security event monitoring and detection within the Technology Division.
Leads staff efforts to tightly coordinate and provide oversight over the integration of BSA data integrity and data quality functions. Leads FinCEN in focusing on the continuous monitoring and improvement of BSA data and its effectiveness in deterring illicit financial activities and detection of data anomalies.

Security Clearance : This position has been designated National Security Level IV, Special Sensitive and requires the incumbent to obtain and maintain eligibility for a Top Secret (TS) clearance with Sensitive Compartmented Information (SCI) access. Applicant must meet and continue to adhere to the requirements of a Tier 5 level background investigation. Failure to successfully meet these requirements will be grounds for termination. Continued employment with FinCEN is contingent upon satisfactory completion of the Tier 5 level background investigation, the results of which fully meet the FinCEN's special employment criteria. All employees are subject to satisfactory completion of periodic reinvestigation and a continuing lifestyle in conformity with applicable national and FinCEN directives. Any unfavorable information developed during an investigation or other official inquiry may result in termination of employment in accordance with established security policies and procedures.
Qualifications
As a basic requirement, applicants must possess the Executive Core Qualifications and Mandatory Technical Qualifications listed below. Additionally, to be qualified for this position, your resume must reflect experience in a managerial capacity. Typically, experience is gained at or above the GS-15 grade level in the Federal Service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. As such, your resume must demonstrate that you have the knowledge, skills, and abilities to successfully fulfill responsibilities inherent in most Senior Executive Service (SES) positions such as :

EXECUTIVE CORE QUALIFICATIONS (ECQs) : The ECQs were designed to assess executive experience and potentialnot technical expertise. They measure whether an individual has the broad executive skills needed to succeed in a variety of SES positions.

The Fundamental Competencies are crosscutting and should be addressed over the course of each ECQ narrative.
