Job Title: Business Analyst
Location: Middletown, CT – Hybrid
Duration: 1 year contract – Extensions Possible
Key Responsibilities:
- Collaborate with stakeholders to gather, analyze, and document business requirements for IT projects related to law enforcement, court services, and criminal justice systems.
- Identify process improvements and recommend technology solutions that enhance operational efficiency and compliance with regulations.
- Act as a bridge between business users and technical teams, translating business needs into technical requirements and ensuring mutual understanding.
- Develop detailed functional specifications, use cases, and process flows to support system design and implementation.
- Facilitate requirement validation sessions and ensure stakeholder alignment.
- Participate in the selection, implementation, and support of software solutions in the criminal justice domain.
- Ensure compliance with applicable security, privacy, and data protection standards.
- Conduct gap analyses and assess the impact of system changes on existing processes and operations.
- Support quality assurance (QA) efforts by defining test plans, conducting user acceptance testing (UAT), and validating that system solutions meet business needs.
- Provide training and support to end-users during system rollouts and upgrades.
Required Qualifications:
- Bachelor’s degree in Business Administration, Information Technology, Criminal Justice, or a related field.
- Minimum of 5 years of experience as a Business Analyst, preferably in law enforcement, criminal justice, or court services domains.
- Strong understanding of business processes in criminal justice systems, such as case management, incident reporting, records management, court workflows, and offender tracking.
- Experience with software solutions in the law enforcement or justice sector (e.g., RMS, CAD, CMS, or other specialized systems).
- Proficiency in business analysis tools (e.g., Visio, JIRA, Confluence) and methodologies (Agile, Waterfall).
- Excellent communication, documentation, and stakeholder management skills.
- Strong analytical and problem-solving abilities.
- Knowledge of regulatory requirements and standards related to law enforcement and criminal justice data management.
Preferred Qualifications:
- Experience with data integration, business intelligence, or analytics tools.
- Familiarity with NIBRS, CJIS, or similar reporting standards.
- Business Analyst certification (CBAP, PMI-PBA, or equivalent) is a plus.
- Previous experience in a government or public sector environment.
