Job Title: QUALITY ASSURANCE SPECIALIST (with or w/out MA)
Job Summary: Conducts person centered quality assurance evaluations and investigations, serves as liaison to residential programs, provides best practices information and technical
assistance to service providers.
Supervision: Reports to the Manager of Quality Assurance
Primary Functions:
1. Implements the agency Quality Assurance Plan, provides technical assistance to providers and other agencies, develops, trains, and leads quality assurance teams, writes QA evaluations, issues substantial inadequacies, develops and monitors corrective action plans.
2. Performs unannounced visits and Title 17 annual facility reviews at community care licensed residential facilities.
3. Provides technical assistance to service providers and TCRC staff on Title 17 and Title 22 requirements, innovative developments in service delivery, and related topics to vendors, staff and the community.
4. Assists in the development and dissemination of best practices in the service community.
5. Completes investigations into complaints, special incidents, abuse allegations, etc.
6. Provides technical assistance to vendors and staff on service issues, develops and maintains a resource library.
7. Maintains vendor performance evaluation system to provide performance data. Responds to requests for data.
8. Monitor and ensure provider compliance with HCBS Waiver requirements, providing related training to providers including on how to self-evaluate compliance with the HCBS Waiver requirements. Ensuring utilization of person-centered planning to promote choice.
9. Other duties as assigned.

Education and Experience:
A Master’s degree in a related field and a minimum of two years of Quality Assurance experience inclusive of service coordinator experience.
OR A Bachelor’s degree in a related field and three additional years of experience (five years total) may be substituted for the Master’s degree; and Reliable transportation or equivalent means of transportation.
A valid California driver’s license and transportation or acceptable substitute, is required for this position.
Physical Requirements:
Adequate manual dexterity and coordination for operation of a computer and other standard office equipment is required for this position. The ability to sit at a workstation for long periods of time, the ability to read, write and comprehend large amounts of written material such as reports and regulations, use the telephone, and communicate via electronic mail are all required on a daily basis. The ability to travel to another work-
site location is absolutely required on a daily basis. The ability to stand, sit or walk for moderate distances on uneven terrain is also required on a daily basis. While performing the duties of this job, the employee is regularly required to use hands to finger, handle, feel or operate objects, tools, or control and reach with hands and arms. The employee frequently is required to stand, sit, walk, push, pull, kneel, stoop, bend, and squat. The employee must frequently lift and/or move up to 10 lbs and infrequently up to 20 lbs. Specific vision abilities required by this job include close vision, distance vision, color vision, depth perception, and the ability to adjust focus. Each of these physical tasks is an essential function of the position.
