Responsible for the development and delivery of System Operations Training Program content and development and delivery of simulation training using the Energy System Management (EMS) simulator application. Responsibilities include the review, revisions and development of training for all Transmission System Operations training materials to ensure compliance with the Federal Energy Regulatory Commission (FERC) and North American Electric Reliability Corporation (NERC) Compliance Standards (including subsequent orders and clarifications). Responsibilities
- Plan andconduct training sessions for all levels of System Operators, System Operator Trainees, and other System Operations personnel.
- Develop training for the implementation of Transmission System Operating Procedures (SOP), Standing Orders (SO), and other documents, guidelines and procedures within Transmission System Operations.
- Develop and maintain the Job Task List, to include Reliability Related Tasks, for all System Operators and Trainees, and ensure appropriate training is provided on each task.
- Coordinate training on Energy Management System (EMS) functions as new tools are implemented and significant changes to existing tools are made.
- Develop, implement, and provide technical training utilizing the simulation application of the EMS.
- Provide technical orientation and training on the technical aspects of various types of power system equipment, to include both Computer Based Training module development and Instructor-based training.
- Coordinate training on Energy Management System (EMS) functions as new tools are implemented and significant changes to existing tools are made.
- Identify Human Performance Improvement (HPI) opportunities and coordinate implementation of any changes.
- Document all required training programs and milestones for compliance purposes, as well as maintaining necessary documentation repositories.
- Responsible for the development of the specifications, training scenarios, training programs and documentation for the EMS Simulation application and for the development of training on emergency operations to include emergency evacuation drills to ensure they are conducted to comply with NERC Emergency Operations Planning (EOP) Standards. Evaluate training plans and drills to ensure they support the goal of continued operations in the event of emergency conditions, to include if the primary control center becomes inoperable.
- Coordinate or provide on-the-Job (OJT) training, utilizing the real time application of the EMS.
- Coordinate Operational Analysis (Contingency Analysis) using Power System Simulator for Engineering (PSSE), and other necessary tools to verify accuracy of Dispatcher Simulation Training.
- Conduct, and provide technical input into, investigations as required under the Transmission Policy.
- Provide technical operating information to Transmission System Operations and review operating information and develop training to address deficiencies as well as provide technical review, develop and provide training on Transmission System Operations Procedures as required.
- Provide technical review of safety rule changes and coordinate implementation of any changes.
- Participate in industry committees to obtain and share knowledge on changes to N.E.R.C standards, Reliability Coordinator (RC) requirements, and F.E.R.C. requirements as they relate to System Operations.
- Prepare periodic reports as required.
- Coordinate and conduct training programs with other utilities, as required, to include participation in area or regional training efforts.
- Provide input and assistance in training development and delivery for the Transmission Service Operators, and other OASIS Group personnel, as needed.
- Because Tri-State is an electric utility with continuous service obligations to its customers, regular, reliable, and predictable performance of the essential functions and responsibilities is an essential function of the job.
- Because Tri-State has an obligation to provide continuous, reliable electric service to its customers, the ability to work overtime at any time of the day or week is considered an essential function of the job.
Education and Training
- Bachelors’ of Science degree in Engineering, Business, Finance or other elated discipline or combination of equivalent education and experience.
- Ability to apply technical knowledge in conjunction with training techniques and communication skills
- Ability to make presentations to large groups in a training environment.
- Extensive communication skills, both written and verbal.
- Working knowledge of interconnected electrical utility systems and related equipment.
- Working knowledge of OSHA (Occupational Safety and Health Administration) regulations relating to power transmission switching.
- Ability to interact and deal with member systems and other utilities.
- Knowledge of the operation of personal computer and various software such as word processing, database, spread sheet, and presentation software.
- Eight (8) years of progressive related power utility experience.
- Must be NERC certified or the willingness to obtain certification within 12-months of hire and the ability to maintain certification.
