Overview
PICs are the company's most visible representative to the passengers and must act with tact and decorum while ensuring an efficient and safe operation.
Key Responsibilities (Essential Functions):
The Pilot In Command must be detail-oriented, proactive, and capable of managing multiple tasks in a dynamic environment. The key repsponsibilities include but are not limited to:
1. Report directly to the Chief Pilot for all aircraft records and operational reports and to the Director of Operations for all administrative requirements.
2. Responsible for the safe conduct of flights to which assigned.
3. Has the final authority in the operation of the aircraft.
4. PICs must ensure compliance with all Federal, state, local and foreign regulations, as well as the policies and procedures specified in the company operations manual.
5. Providing excellent customer service to passengers.
6. Comply with schedules, and other directives governing the aircraft's operation. Ensure that preflight inspection is completed before each departure.
7. The PIC or his/her designee will conduct a security inspection of the aircraft thirty (30) minutes prior to estimated passenger arrival time and remain with the aircraft or maintain continual visual surveillance of the aircraft until the passenger(s) is/are boarded. The PIC will also request identification of all passengers as well their baggage.
8. Ensure passengers have been briefed in accordance with Chapter 3 of this manual.
9. Ensure that each flight is conducted in accordance with 14 CFR Part 135 or Part 91 as appropriate.
10. Check all applicable NOTAMs, studying weather conditions at destination, enroute, alternate airports and departure points.
11. Prepare flight plans.
12. Ensure that the aircraft is clean and prepared for flight with all provisions on board for the safety and comfort of the passengers.
13. Ensure that the aircraft is airworthy, duly registered and that all required documentation is on board the aircraft.
14. Review and calculating the aircraft weight and balance, fuel and oxygen requirements and performance charts.
15. Use checklists and standard operating procedures.
16. Supervise the Second in Command in any duties necessary for the smooth, safe and efficient operation of the aircraft.
17. Monitor crew performance, sharing knowledge with crewmembers and evaluating crewmember potential for advancement.
18. Make decisions necessary to start, delay, or cancel flights and deviate the flight from planned route or destination when operating conditions dictate.
19. Notify TSC and authorities of any accident, suspected communicable disease, acts of unlawful interference, or landing at an airport other than a State’s international airport caused by circumstances beyond the control of the PIC.
20. Complete all post flight duties, including flight logs, deferred item sheet, notification to the company of any deviation from the planned itinerary or overnight location.
21. When necessary, utilize the authority to refuse transportation of any person or object if the carriage poses any risk to the safety of the aircraft or its occupants.
22. Ensure that he/she is current and qualified to operate the aircraft to which he/she is assigned. This includes, but is not limited to: training, testing, compliance with flight time restrictions and rest requirements, maintaining a current medical certificate as required and notifies the Director of Operations if any medical (physical or mental) condition exists that may impair his/her ability to perform as a crewmember, and all other applicable Federal Aviation Regulations.
23. Ensure that the aircraft is operated in accordance with their certificate of airworthiness and any limitations, thereof.
24. Be knowledgeable of and follow the Tri-State Charter Safety Policy.
Required Qualifications:
Education: Must have a high school diploma or GED.
Experience:
- PICs must hold a current FAA/ICAO pilot certificate appropriate to the aircraft being operated, must be authorized to conduct unrestricted international operations and hold appropriate medical certificates
- TSC flight crew must have successfully completed the training programs and competency checks as prescribed in the company approved training program. That training shall include but not be limited to:
Initial or annual recurrent training in:
- Company procedures,
- Aircraft type,
- Aircraft Systems,
- Emergency procedures,
- Aircraft surface contamination,
- Crew Resource Management,
- Dangerous goods training, and
- High altitude training for each aircraft operated above 10,000 feet.
- In addition, pilots must have made within the previous ninety (90) days, a minimum of three (3) take-offs and landings (at night as appropriate) in the aircraft type or a flight simulator, as the sole manipulator of the controls, representing the type that is approved by the State Civil Aviation authority for take-off and landing qualifications. At least one landing shall be conducted from each seat that the pilot may occupy during flight operations. Flight crew members are not required to meet the above qualifications for training, or positioning flights.
