This is a full-time position with Los Angeles Community College District. The ideal candidate for this position will be responsible for overseeing construction safety activities across multiple project sites on behalf of the client. This includes monitoring contractor compliance with regulatory safety standards, specifically ensuring adherence to OSHA requirements, BuildLACCDs safety regulations, and the Owner Controlled Insurance Program (OCIP). The role will involve performing daily safety reviews, inspections, and hazard assessments of ongoing construction projects. The candidate will also lead safety meetings, report on site observations, and support the Program Safety Manager by providing safety reports and analysis. Additional responsibilities include reviewing safety submittals, incident reports, and participating in safety stand-downs. The ideal candidate will have over 10 years of experience in commercial construction, including at least 5 years of managing multiple projects in different construction stages and experience in safety consulting. Expertise in overseeing large-scale projects, particularly educational construction, hazardous material removal, and modernizations, is required. The role also demands strong communication skills, the ability to work in a fast-paced environment, and flexibility to travel between sites in the greater Los Angeles area.
Responsibilities
- Perform management oversight of construction activity on behalf of the client, report on contractor regulatory and contract safety compliance on multiple projects sites.
- Monitor compliance to all current OSHA requirements that relate to the specific construction projects.
- Perform daily safety reviews of work in progress in accordance with current Safety Regulations and Standard Operating Procedures (SOP) as developed and updated by BuildLACCD.
- Monitor adherence to Owner Controlled Insurance Program (OCIP) requirements and procedures.
- Support to the Program Safety Manager, including but not limited to, attending any required meetings, or providing safety reports / analysis as requested.
- Attend construction meeting with college project team and general contractor. Leading the safety topic (toolbox), report on site observations (Observation Report) and review upcoming construction schedule for hazard preparedness.
- Perform ongoing construction site safety inspections and generate daily safety report for all site visits.
- Submit weekly Project Health Safety and Environmental Observation Report to College Project Manager.
- Perform ongoing review, for completion and accuracy, of contractor safety submittals, JHA, MOP, Fall Protection Plans, Crane Lift Plans, Excavation and Scaffold Erecting Plans, Confined Space Entry and hazard assessment of other high risk operations.
- Perform review of contractor submitted incident reports, participate in safety stand-downs, and prepare and submit lessons learned to Program Safety Manager.
- Perform and document safety orientation with contractor safety representative.
- Monitor adherence to zero tolerance and corrective action policy for workers found not in compliance with the Programs safety policy.
- Flexibility in schedule and transportation to work at multiple sites based on assigned schedule and duties throughout the greater Los Angeles area.
- Ability to work in fast-paced environment, establish daily work priorities, and perform oversight at multiple active construction projects.
- Good written and oral communication skills.
