Description

As a Counseling Lead you will provide and supervise tele-health counseling under the Deputy Project Manager of Counseling and Crisis Services to the Bureau of Indian Education (BIE). The BIE BHWP provides culturally relevant, evidence-based, and trauma-informed behavioral health and wellness services for school staff, students, and families at all Bureau-funded institutions, including Bureau-operated schools, Tribally Controlled Schools, post-secondary institutions, and Tribal colleges and universities.

Major Duties and Responsibilities:

  • Supervise and conduct psychosocial assessments; coordinate, monitor, evaluate and advocate for appropriate services.
  • Monitor the timely completion of assessments, treatment and/or intervention plan reviews, discharge summaries or final reports to ethically ensure all phases of counseling services.
  • Supervise, monitor, and coordinate counseling assignments, new referrals, and scheduling to ensure adequate coverage for counseling services.
  • Ensure the utilization of appropriate evidence-based interventions in the treatment of clients.
  • In coordination with Program Manager, and Deputy Project Manager, research, develop, and implement all counseling policy and procedure, standard operation policy, and reporting guidelines for use by the BHWP counseling service delivery.
  • In collaboration with Deputy Project Manager ensure linkage, integration, and seamless delivery of all client-based services, including telehealth counseling services, crisis support services, and 24/7 Crisis Support telephonic services.
  • Provide all necessary de-identified data for reporting purposes for inclusion in weekly updates, monthly performance reports, annual program reports, and any additional requested reports to the BHWP Deputy Project Manager, Program Manager, and Project Director.
  • Monitor and adhere to patient confidentiality and comply with program policy, state licensure guidelines, and federal regulations under the privacy rules of the Health Insurance Portability and Accountability Act (HIPAA).
  • Serve as administrator for the electronic health record for compliance.
  • Provide training & technical assistance (TTA) to a portfolio regarding the prevention of substance use/misuse, prevention of suicide, promotion of mental health, and behavior management skill building.
  • Conduct webinars, conference calls, telephone support and email with the BIE audience as needed.
  • Coordinate with all BHWP departments to ensure collaboration, communication, joint development of materials, and training.
  • Ensure that all BHWP staff successfully complete the required training to ensure the delivery of quality support services.
  • Provide support to remote BHWP staff to provide the necessary resources for clients to reach personal goals.
  • Provides regular program updates to Deputy Project Manager and recommends service improvement as needed.
  • Supervise counseling staff, conduct staff evaluations, and monitor day-to-day operations within the Counseling department.
  • Reports weekly counseling team tasks and deliverables to Deputy Project Manager.
  • Must adhere to mandated reporting laws.
  • Other duties as assigned.

Skills and Knowledge:

  • Knowledge and experience in conducting behavioral health assessments, leading individual and group counseling sessions, and facilitating psychoeducational sessions focused on behavioral health and/or wellness topics.
  • Demonstrated knowledge of counseling issues/culturally appropriate intervention techniques.
  • Effective communication skills, including how to summarize and convey complex information to multiple audiences.
  • Proven ability to form positive, effective, and culturally competent relationships with clients and team members.
  • Strong interpersonal communication and public speaking skills.
  • Ability to prioritize, manage multiple tasks, and deliver quality results under tight deadlines, with keen attention to detail.
  • Ability to work both individually and in a team environment.
  • Demonstrated problem solving skills.
  • Working knowledge of Microsoft Office products, SharePoint, Smartsheet, Adobe Connect, and database management.
  • Working knowledge of Electronic Health Record (EHR) systems, case-management, and scheduling platforms.
  • Ability to make psychosocial assessments and develop/implement viable care plans.
  • Strong skills in written and verbal communication, assessment, advocacy, and crisis response.
  • Ability to provide on-call and after-hours service as needed.
  • Ability to travel on short notice to provide on-site crisis support.
  • Will be subject to a suitability or fitness determination, as determined by a completed background investigation. Must be able to obtain and maintain a background clearance.

Education Requirement: Must possess a master’s degree in a behavioral health related field, such as social work, psychology, marriage and family therapy/counseling, or rehabilitation counseling from an accredited graduate program.

Experience Requirement: Shall have a minimum of five (5) years’ experience in providing counseling/therapy to children, adolescents, and/or adults and a minimum of two (2) years’ experience providing crisis intervention services. Experience working within Tribal communities and schools although not required, is very highly desired.

Licensure/Certification Requirement: Mental Health Specialists shall possess a valid, unrestricted counseling license/certification from a state or U.S. Territory that grants legal authority to provide counseling services as an independent practitioner as a Licensed Clinical Social Worker, Licensed Psychologist, Licensed Professional Counselor, Licensed Marriage and Family Therapist or other types of fully licensed behavioral health professionals for a minimum of three (3) years. Clinicians shall meet the standards of professional and ethical conduct prescribed by their discipline or licensing board.
