Job Title : Instructor Location : Monterey, California Duration : 3 Months Job Description : The Operations Research Department at the Naval Postgraduate School (NPS) seeks an experienced contractor to provide support in delivering the course OS4680 : Naval Systems Analysis for the Spring Quarter of the 2025 Academic Year. The course will be taught as a resident course from 31 March to 17 June 2025. The contractor will be responsible for facilitating the course, monitoring student performance, and ensuring graduate-level understanding of the subject matter. This includes providing expertise in decision analysis, optimization, queuing theory, and other topics relevant to naval systems analysis. The course content includes analyzing proposed and existing systems, optimization in design and operations, Markov analysis, and case study analysis. Students will complete projects, use spreadsheet software for modeling, and develop communication skills through written reports. The contractor will have access to Government Furnished Information (GFI), including lesson plans, syllabi, and previous course materials. Key Responsibilities : Deliver OS4680 Naval Systems Analysis as a graduate-level course. Facilitate learning and ensure students meet course learning objectives. Monitor and assess student performance throughout the academic quarter. Provide instruction in topics such as optimization, decision analysis, queuing theory, and Markov analysis. Guide students in using spreadsheet software for modeling and project work. Utilize GFI (course materials, syllabi, lecture notes) for course delivery. Coordinate with the Technical Point of Contact (TPOC) and NPS staff as needed. Prepare course materials and lesson plans from 17 28 March 2025, prior to course delivery. Minimum Technical Requirements for Contractor Instructor Personnel : 2 to 5 years' experience in graduate course level course delivery. The contractor must have a minimum of a Master's Degree in Probability and Statistics, Operations Research, or a closely related academic field, with a strong emphasis on probability and statistics which includes decision analysis. The contractor must have a minimum of three years of experience teaching technical courses in a graduate, resident environment. The contractor must have a minimum of three years of DoD experience with modeling US Navy tactics and decision making processes. Must have three years of experience teaching Probability and Statistics at the graduate degree level. Must have hands-on experience in developing statistical analysis techniques, which is demonstrated by (1) tour of duty in a DoD analysis organization; (2) publication in research sponsored or academically sanctioned technical report; or (3) in a refereed journal of applied Probability and Statistics such as Phalanx or Operations Research / Management Science. Period of Performance : Preparation Period : 17 28 March 2025 Course Delivery : 31 March 17 June 2025 Course Delivery Details : Classes will be held either one hour per day for four days or two hours per day for two days per week. The course schedule will be released by NPS by 14 March 2025. Exact class timings will be provided 1 2 weeks before course commencement. Place of Performance : The course will be delivered on-site at the Naval Postgraduate School in Monterey, California.
