Overview:
Trilogy Innovations, Inc. is seeking a Mainframe Development Subject Matter Expert (SME) to support a high-impact federal modernization program. This is a remote position supporting our federal customer in Clarksburg, WV, and offers the opportunity to contribute to a multi-year initiative focused on transforming large-scale, mission-critical IT systems.
As a Mainframe SME, you will lead cross-functional technical teams, drive modernization strategies, and serve as a critical resource in bridging legacy systems with new technologies. This role is ideal for a senior-level developer or architect with deep expertise in mainframe technologies, particularly within the criminal justice domain.
Key Responsibilities:
- Lead technical teams in research, analysis, design, development, testing, and documentation of legacy mainframe systems.
- Provide subject matter expertise on legacy technologies and architectures, including their integration with existing business processes.
- Offer guidance on how modernization efforts impact legacy systems and the broader criminal justice ecosystem.
- Collaborate closely with the Product Management Team to align technical strategy with business objectives.
- Partner with business analysts to evaluate new requirements and their effects on legacy systems.
- Develop strategic plans, define business processes, and produce technical requirements related to mainframe systems.
- Maintain and enhance system documentation for legacy technologies and associated toolsets.
- Design business workflows and contribute to the creation of functional/user requirements using system documentation tools.
Required Qualifications:
- Bachelor’s degree in Computer Science, Information Systems, or related field.
- 10 years of professional experience in mainframe development and architecture.
- Active Secret Clearance (Tier 3).
- Strong knowledge of government system legacy Computer Software Configuration Items (CSCIs) and their relationship to Computer Hardware Configuration Items (CHCIs).

Proficient in legacy programming languages and tools including:
- Enterprise COBOL for z/OS
- CA Gen
- CICS
- DB2
- JCL
- IBM utilities (IDCAMS, IEFBR14, ICETOOL, ICEMAN)
- TSO/ISPF
- Understanding of internal/external messaging and legacy APIs.
- Experience maintaining legacy system documentation and supporting ongoing enhancements.
- Familiarity with modern mainframe architecture trends and integration strategies.
