POSITION SUMMARY
This position performs skilled maintenance work, repairs, inspection, and surveillance on the collection system interceptors and infrastructure. The individual is expected to identify and remedy problems using independent judgment.

SALARY: MIN $20.62 per hour, MID $27.49 per hour commensurate with experience and skill set (includes an excellent benefit package with 24 days of PTO, employer paid health and life insurance, pension plan and more).


ESSENTIAL DUTIES AND RESPONSIBILITIES

1. Conducts visual surveillance of the collection system for discharges, sunken areas, ground cracks along pipeline routes, vandalism, structure damages, etc.

2. Repairs and/or replaces manhole covers, frames, and volts.

3. Routinely performs preventive and corrective maintenance and repair to existing wastewater collection system infrastructure. Maintenance work may include but is not limited to cleaning and CCTV large diameter pipeline; performing confined space entries, walking pipelines, and documenting problems.

4. Performs industrial maintenance type duties to include rough carpentry, plumbing, welding, metal fabrication, and basic electrical repairs.

5. Responsible for documentation and record-keeping activities of work performed and data entry into the computerized maintenance management system.

6. Performs, locates on collection system pipelines to verify locations to minimize conflicts with other facilities or utilities.

7. Observes, records, and reports all potential problem areas and any unusual or accidental spills and discharges into the collection system or receiving streams.

8. Performs on-site construction inspection of points of entry, meter stations, and various other permitted construction projects within the Authority's easements.

9. Employees assigned to this position are classified as essential personnel.  Essential personnel are required to report to work when scheduled during departmental and/or emergency situations including, but not limited to, extended periods of inclement weather when travel may be difficult.  This position is essential because in the absence of sufficient personnel, the plant cannot operate safely.

 

WORK LEADERSHIP RESPONSIBILITIES
This position does not regularly provide work leadership or full personnel management to any employees.

FINANCIAL RESPONSIBILITY
May purchase materials for maintenance and repair of the collection system and equipment as approved by the supervisor. May create purchase requisitions and work orders for approval of supervisor.

QUALIFICATIONS

EDUCATION
(required level of education)
High school diploma or GED.

EXPERIENCE
(minimum years and types of related experience required)
Two years of experience related to collection system inspection, maintenance, and repair.

CERTIFICATES, LICENSES, REGISTRATIONS
(any specialized certifications licenses or registrations required by TRA or other authority in order to do the job, including those the incumbent must be able to obtain)
TCEQ Class I Collection System Operator license. Valid Texas driver's license.

KNOWLEDGE
(Information or facts that employee must know in order to be able to perform the work)
Must possess knowledge of wastewater collection system maintenance and repair; operational characteristics of maintenance and construction equipment and tools used in work activities; occupational hazards and standard safety practices including those associated with working in confined spaces; practices and procedures of traffic control; principles and procedures of record keeping; computer applications such as word processing, spreadsheets, computer maintenance management system and GIS.

SKILLS AND ABILITIES
(developed capability to use or apply knowledge effectively or dexterity/coordination in the performance of physical tasks)
Ability to make good decisions and exercise good judgment. Good oral and written skills. Must have basic skills to include electrical carpentry, welding, metal fabrication, plumbing, and proficiency in the use of computer applications such as Microsoft Office.

GUIDANCE RECEIVED
Receives regular instructions and chooses between a range of procedures. Follows and chooses from a range of established procedures, work methods, and direct instructions. Has some flexibility about the sequence of work. Issues outside of specific instructions and procedures are referred to a supervisor or more senior position.

PHYSICAL DEMANDS
This position requires passing a physical and physical ability assessment specific to this position.

WORKING CONDITIONS
Working conditions include exposure to extreme weather, odor, noise, chemical hazards, gases, and dust, standing for prolonged periods of time, walking up and down several flights of stairs, climbing and descending ladders, working at heights, and working in tight or confined spaces.

TOOLS AND EQUIPMENT USED
Hand tools, tractor, shop tools, backhoe, crane, vac-jetter truck, TV inspection equipment, flatbed truck, safety equipment, PPE, boom truck, heavy equipment, pumps and pipe fusion machine, shop tools, welding equipment, and office equipment.
