Function and Responsibility
The Director of Sponsored Programs is responsible for establishing, developing, maintaining and advancing an Office of Sponsored Programs at Troy University. The Director is responsible for increasing grants and contracts activity in the university by identifying relevant grants for university faculty and staff members, working with faculty and staff to prepare grants for submission, and ensuring the successful processing of grants once they have been obtained. The Director is also responsible for working with accounting staff, departments, granting and government agencies and others to assure compliance with all required guidelines. The Director will continuously work to establish University processes and procedures to ensure compliance will all federal regulations.
Duties and Responsibilities
  • Identifies research interests and capabilities of faculty and staff and sponsored funding opportunities that represent a good match with institutional strengths, needs and mission.
  • Works with faculty and staff to stimulate and support successful submission, awarding and execution of grants and contracts.
  • Serves as institutional expert on grant administration and agency rules and regulations relating to compliance issues.
  • Helps establish policies and procedures to assure that all grants and contracts are submitted, processed and administered in a manner consistent with laws and institutional regulations.
  • Ensures that overall performance activities and related documentation and reporting are done in compliance with grant requirements.
  • Obtains knowledge of, and works with other staff offices, to assure that institution complies with federal auditing requirements and knowledge of regulatory requirements
  • Assures all those obtaining grants and contracts are familiar with issues related to compliance programs and internal audits.
  • Oversees grants and contracts by monitoring goals, progress and compliance of grant contracts and partnership agreements to ensure positive performance.
  • Oversees and coordinates faculty and staff training to achieve successful submission, awarding and execution of grants and contracts
  • Prepare internal reports as necessary, such as to meet compliance standards for SACSCOC and strategic planning, grant/contract activity reports tailored to meet specific requests for external entities including the Alabama Commission on Higher Educations, the SACSCOC, etc.
  • Maintain files on federal assurances, track federal regulations and changes in federal requirements, and informing appropriate personnel of required university policy changes needed to fulfill federal assurance requirements
  • Coordinate and submit University compliance reporting including Title III Eligibility; Department of Health and Human Services, Misconduct in Research Integrity; Annual Renewal of Central Contractor Registration; Department of Justice, Federal Annual Certification Report Money Laundering & Asset Forfeiture; Alabama Commission on Higher Education Research Expenditure Report; and others as required
  • Assist with connecting grant writing liaisons.
  • Coordinate faculty/staff training in all aspects of proposal development both face-to-face and through videoconferencing
  • Coordinate global TROY faculty and staff training through videoconferencing
  • Conduct research for specific funding request of TROY faculty and staff
  • Provide as needed specialized training to faculty on the operations of sponsored programs.
  • Ensures faculty are aware and trained on federal regulations, such as Conflicts of Interest, Responsible Conduct of Research, etc.
  • Oversight of Trojans Talk Research, CollaboTROY, and general promotion of research activities on campus
Minimum Qualifications
  • Bachelor’s degree in business or related field
  • Minimum five years of experience with grants and contracts, preferably relevant to a public university
  • CRA certificate obtained or willing to obtain within one year
  • Knowledge of grants/contracts administration in institutions of higher education and funding agencies
  • Experience in compliance management and a broad understanding of regulations related to grants
  • Interpersonal effectiveness in working cooperatively with others to stimulate grant/contract submission and to handle people effectively while also assuring that all rules, guidelines and required progress are met
  • Ability to manage and coordinate multiple projects and to meet critical deadlines
  • Attention to detail with ability to assure all grant/contract requirements are met
  • Ethical judgment and decision-making critical
  • Excellent analytical, organizational, project management, marketing, budgeting, negotiation, strategic and business planning, communication and interpersonal skills


Preferred Qualifications
  • Master’s degree or Doctorate degree
