RN Clinical Manager

Job Summary:
In the absence of the SupervisingNurse, undertakes the Supervising Nurse duties in accordance -with policies and standards established by the Governing Body, and Linder the direct supervision of the Administrator, assists with the planning, coordination, leading, controlling and evaluation of home health services. Is responsible for coordination and liaison with appropriate parent and affiliate Departments and committees, development of policies and guidelines for and obtaining input from service personnel and providing professional input to related administrative systems. Directs and supervises professional and auxiliary personnel rendering client care services, performs marketing duties, and fosters public relations for the company, consults and plans witt1 health care facilities regarding staffing needs, and communicates the concept of quality client care to the general community. Interprets service needs to the Administrator and acts as a client services administrative liaison.
Essential Functions:
Must use the ability to transfer scientific knowledge from social, biological and physical sciences in the application of the nursing process.
Responsibilities:
Participates with the Administrator and the Governing Board in the formulation of a business plan, i.e., strategic goals, resource allocation plan(s) and a yearly budget.
Consults, plans and works with Administrator in policy formulation and programmatic development and implementation including assessing adequate and appropriate staffing.
Coordinates ·with Administrator planning-·activities to develop administrative policies and practices for the Agency.
Consults with supervisors and staff, individually or in groups, regarding clients or families, special programs or service programs.
Evaluates the program, services, and field personnel.
Directs the implementation of service goals and objectives.
Develops standards that ensure safe effective services to clients and families.
Establishes job functions, qualifications and job descriptions for each service staff (direct and supervisory).
Establishes and maintains effective channels of communication.
Keeps program personnel to date with state-of-the-art clinical information and practices staff development including orientation. in-service education and continuing education.
Maintains policy and procedure manuals and updates procedures and job descriptions as policies and procedures change.
Directs staff in performance of their duties.
Oversees the implementation and evaluation of client care services inclusive of regulatory licensure certification criteria and accreditation standards.
Coordinates with other program areas and senior management as appropriate according to the organizational structure.
Acts as liaison with Staff Development for program areas.
Assesses appropriate staff supervision during all service hours.
Collaborates In the development of an effective and efficient client care documentation system including statistical compilation and analysis relative low cost and staff service delivery.
Participates in selected orientation programs.
Keeps staff informed of agency developments, needs, etc., and encourages their participation in problem solving at the organization and community levels.
Assists in the evaluation of community needs and plans programs and services to meet with Identified needs.
Submits formal written proposals to Administrator for all new programs or services (with complete
cost/benefit analysis).
Oversees all CQI and utilization review activities.
Assists in Agency evaluation activities.
Participates in selective conferences and workshops to promote knowledge in community health trends, efficiency in job performance and overall professional growth.
Participates with other health, civic, education and professional groups as directed by the Administrator and Executive Director.
Serves on and periodically reviews policies relevant to client care with the Professional Advisory Committee.
Assists in marketing the Agency and fostering community relations.
Consults with physicians in matters relating to client care services.
Consults and plans with health care facilities regarding staffing needs.
Evaluates own job performance and utilization of resources in planning for professional growth.
Participates In state and national organizations, meetings, seminars, workshops, and activities relating to the health professions and health care services, when appropriate.
Additional Responsibilities:
Conforms to all applicable Agency policies and procedures.
Performs related duties as assigned or requested.
Continually strive to improve his/her nursing care by attending in-service education, through formal education, attendance at workshops, conferences, goal setting, active participation in professional and related organization and individual research.
Assumes accountability for reporting incidents and complaints according to Agency policy.
Possess adequate knowledge of Medicare and insurance standards to ensure reimbursement for all services rendered.
Requires ability to understand and relate to specific ideas one at a time and to the concepts behind specific ideas; ability to remember verbal and written tasks/assignments from a few hours to several day periods.
Work deals mostly with areas such as preparing and reading data and figures, records, reports, visual inspection involving small details. Although important, depth perception and field of vision (peripheral) are not as critical as the ability to distinguish small details and markings very near to the observer.
Utilizes capabilities of nursing and paraprofessional personnel in the development of orientation and staff education programs.
Recognizes leadership potential and offers opportunities for leadership training and development.
Encourages and assists participation personnel to continue professional and related self-Improvement organizations, through formal education, educational meetings, and active participation in professional and related organizations.
Assists with interviews and hires select home health care personnel.
Necessities:
Must pass a criminal background check.
Must pass a drug test.
Must have the ability to fill out and turn in a time sheet in a timely manner.
Must have respect and take care of company technology placed in your care.
Excellent computer software skills necessary to produce accurate documents and materials required.
Working knowledge of MS Office, Excel or similar software required. Proficient knowledge preferred.

Job Conditions:
Must have a driver’s license and be willing to drive to patient’s residence within 50-mile radius of the current TruHeart Office (2738 East 51st St, Ste 240 Tulsa, OK 74105).
The ability to communicate both verbally and in writing is required as frequent communication by telephone and in writing is involved.
Performs duties in an office environment during Agency operating hours. Will be required to make patient visits, may work in patients' homes in various conditions; possible exposure to blood and bodily fluids and infectious diseases; the ability to work a flexible schedule; the ability to travel locally; some exposure to unpleasant weather; PRN emergency call. Works in an office environment, promoting efficient functioning and coordination of all Agency activities to ensure the highest level of professional patient care. Information Management:
Has access to all patient medical records which may be discussed with the supervising nurse. Treats all information and data within the scope of the position with appropriate confidentiality and security regarding patients and business trade practices. Maintains patient rights and dignity through HIPPA compliance.

Demonstrates the basic knowledge and skills necessary to identify age-specific patient needs and appropriate for this position.
Risk Management:
Cooperates fully in all risk management activities and investigations.

Minimum Position Qualifications:
Education: Graduate of an accredited school of nursing for RN, a bachelor's degree is preferred.
Experience: Two or more years in home health agency or in hospital setting
Training: Competency assessments must be completed
License/Certification: Current Oklahoma RN license, CPR, driver’s license & auto insurance
Work Attire: Scrubs, business casual
