Please review the following job description:

Reporting to the Senior Manager of Enterprise Change Risk Management within Operational Risk, the Risk Officer II is a senior subject matter expert who will provide effective challenge and oversight to strategic changes impacting the company and its businesses. This may include managing the issuance of new Findings and the remediation of issued Findings and engaging with auditors and regulators.

The ideal candidate will drive the design and execution of forward-thinking risk and risk program strategies, and collaborate across the enterprise to identify, assess, and mitigate risks associated with change.

Following is a summary of the essential functions for this job.  Other duties may be performed, both major and minor, which are not mentioned below.  Specific activities may change from time to time. 

1. Change Risk Governance & Oversight

  • Develop and implement strategies for managing change risk across the organization. Manage a comprehensive change risk framework, including policies, procedures, processes, systems, and internal controls to effectively govern enterprise-wide change.
  • Oversee the risk governance of strategic change initiatives, including process enhancements, technology transformations, and organizational restructuring.
  • Enhance and manage quality control and assurance activities.

2. Risk Evaluation & Mitigation

  • Provide effective challenge and oversight to first-line risk owners, ensuring that change risks are adequately identified, understood, and managed.
  • Collaborate with business units to review and challenge control design, mitigation strategies, and risk acceptance decisions.
  • Partner with key stakeholders to ensure effective risk identification, mitigation strategies, and timely reporting.
  • Monitor and report on change initiative performance, ensuring risks are proactively managed throughout the change lifecycle.
  • Lead the execution of a risk assessment program that evaluates change-related risks across business functions. Work horizontally across the enterprise to drive consistency in risk management approaches.

3. Leadership

  • Act as a strategic advisor to senior leadership on change risk issues.
  • Build strong relationships with key internal stakeholders, including operational risk, compliance, technology, and business teams.
  • Prepare risk reports, dashboards, and presentations for executive leadership and governance committees.
  • Drive a culture of continuous improvement and proactive risk management, influencing change risk strategies across the enterprise.

4. Metrics, Reporting & Continuous Improvement

  • Establish key performance and risk indicators (KPIs/KRIs) with defined thresholds aligned to the Bank’s risk appetite, driving automation and real-time monitoring.
  • Leverage data analytics and automation to enhance risk measurement, reporting, and escalation processes.
  • Stay ahead of emerging risks, incorporating industry best practices and innovations in risk management, automation, and governance.

Qualifications

Required Qualifications:

1. Bachelor's Degree or an equivalent combination of education and experience.

2. Eight years of banking or related risk management experience.

3. Possess and demonstrate expert risk management knowledge, leadership and decision-making skills.

4. Subject matter expert in change risk and transformation activities.

5. Ability to work independently with minimal direction and guidance.

6. Strong analytical and organizational skills and extensive experience designing, developing, implementing and executing governance and oversight frameworks.

7. Excellent interpersonal skills demonstrating the ability to interact with all levels of teammates and management effectively.

8. Adept with Microsoft Office products and eGRC tools (e.g., Archer).

Preferred Qualifications:

1. Master of Business Administration, Risk Management, or relevant Master's degree.

2. Graduate of Leadership Development Program, Banking School, or equivalent industry training program.

3. Experience working for or with (significant interactions) regulatory agencies (FRB, OCC, FDIC).

4. Experience in establishing new Corporate change risk or to other risk programs or initiatives.

5. Proficiency in producing routine and ad-hoc senior-level and executive management reporting which could include variance and trend analysis. 

6. Experience with selected data processes, including but not limited to, initial collection processes, extract, transform and load (ETL) data warehouse processes and certain regulatory and external reporting processes.
