Job Duties
- Process weekly/biweekly payroll for employees working on Davis-Bacon/prevailing wage projects.
- Prepare and submit Certified Payroll Reports (WH-347) in accordance with federal and state regulations.
- Ensure full compliance with the Davis-Bacon Act, including accurate wage determinations, fringe benefits, and proper job classifications.
- Maintain accurate records of hours worked, job classifications, pay rates, deductions, and benefits.
- Liaise with project managers, HR, and accounting to ensure payroll data accuracy.
- Respond to audits or inquiries from the Department of Labor (DOL) or other regulatory bodies.
- Stay current on prevailing wage laws, updates to wage determinations, and reporting requirements.
- Assist in resolving payroll discrepancies and employee inquiries related to certified payroll.
- Ensure proper employee documentation, including I-9s, W-4s, and work authorizations, are on file and updated.
- Support general payroll operations as needed.
Education
- Required: High school diploma or equivalent required; associate’s or bachelor’s degree in Accounting, Business Administration, or related field
Experience
Required
- Minimum of 1 of payroll experience, with at least 1 year of certified payroll experience under the Davis-Bacon Act (DBA)
- Strong knowledge of prevailing wage laws, especially the Davis-Bacon Acts (DBA).
- Familiarity with WH-347 forms
- High attention to detail, organization, and confidentiality
- Excellent communication and interpersonal skills.
Preferred
- Semiconductor or Construction industry
- TSMC Arizona Fab 21 experience
Language
- Required: Proficient in English, both verbal and written
- Preferred: Bilingual in English and Spanish or Mandarin is highly desirable to facilitate communication with a diverse workforce.
Computer Skills
- Required: Advanced Microsoft Excel, ex. Vlookup
- Preferred: Fingercheck, Points North Certified Payroll, eCPR systems (LCPtracker, Elation Systems), Paychex, UKD, ADP
Certificates and Licenses
Required: None.
Preferred
- Fundamental Payroll Certification (FPC)
- Certified Payroll Professional (CPP)
- Certified Payroll Compliance Specialist (CPCS)
- Elation Systems or LCPtracker Certified Training
